Starting Wage Range: $39.61/hr. - $50.87/hr.

Job Summary:

The Battalion Chief - Fire Marshall Services position is responsible for fire prevention and life safety activities, including code enforcement, public education, and fire investigation. May be assigned to incident command system responsibilities at emergency incidents.

Essential Functions:

  • Supervises all technical and general operations of Fire Prevention and Life Safety. Instills in assigned personnel a positive and respectful approach toward the public and Department personnel. Projects and inspires a strong attitude/philosophy toward fire safety in general.
  • Makes work assignments, supervises code enforcement, public education, fire investigation, juvenile fire setter intervention, and community development activities.
  • Reviews laws, ordinances, and regulations; and develops fire safety ordinances, standards, and procedures.
  • Manages the Fire Code appeals process as described by Oregon Law and Emergency Services Department policy.
  • Analyzes Department fire protection needs, trends and makes recommendations to improve the level of protection.
  • Demonstrates and assures compliance with Department values, polices, and procedures.
  • May conduct performance appraisals and determines and mentors performance expectations and standards and provides for effective Department performance and growth.
  • Participates in the Departments strategic planning process.
  • Meets with Department and other agency personnel and community and business leaders to discuss, review, and resolve issues of fire prevention and life safety.
  • Supports and/or assists other sections and members of the Emergency Services Department.
  • Practices and promotes safe working habits; corrects unsafe conditions, and reports the conditions as directed by Emergency Services Department policy.
  • Demonstrates and implements effective decision making, problem solving, and conflict resolution.
  • Responsible for a complete Fire Prevention and Life Safety Reference Library and records management system.
  • Responds to fire alarms, medical emergencies, hazardous conditions, and related public service activities as required.
  • Works as an integral part of a firefighting/EMS unit, utilizing procedures and techniques as prescribed by the Districts and supervising physician.
  • Confers with superior officers on policy and procedural matters.
  • Accurately maintains records, prepares, reviews, and edits reports.
  • Prepare and presents press releases for normal operational incidents.
  • Assists with Emergency Management Program as needed to ensure continuity of operations in all hazards emergencies and disasters.
  • Work is conducted in a team environment with the Fire Chief, Chief Officers, and supervisors.
  • Performs a variety of other duties as assigned by supervisor.

Education, Experience, and Licenses:

  • Requires a Bachelor Degree in management, fire protection engineering, fire service administration, and/or related field.
  • Three (3) years full-time work experience managing fire and life safety personnel and duties is preferred.
  • OR equivalent combination of education, training and experience.

Driving Requirements:

  • Must maintain a valid Oregon driver’s license or obtain one upon hire, qualify for the Tribe’s vehicle insurance, and provide proof of personal vehicle insurance.

Qualifications, Registrations, and Certifications:

  • Must be 18 years or older.
  • EMT or Paramedic certification at time of hire.
  • International Code Council Fire Plans Examiner and Fire Inspector II.
  • Documentation of completion of NIMS 100, 200, 300, 700, 800 training.
  • NFPA Firefighter I.
  • NFPA Fire Officer I or will be required within twelve (12) months of hire.
  • ICC Fire Inspector II is preferred.
  • NFPA Fire Instructor II is preferred.
  • NFPA Youth Firesetter Intervention Specialist
  • NFPA Fire Investigator or equivalent.
  • DPSST Juvenile Fire Setter Specialist I is preferred.
  • IAAI Certified Fire Investigator or equivalent is preferred.
  • DPSST Hazardous Materials – Operations is preferred.
  • Oregon State Battalion Chief of Prevention Recognition as a Battalion Chief of Prevention is preferred.
  • Oregon Fire Marshall Recognition as required by Oregon Administrative Rules.
  • National Fire Academy Executive Fire Officer is preferred.
  • Oregon Basic and Advanced Fire Service Administration Institute is preferred.
  • Fire Officer I-II is preferred.
  • Work requires an in-depth knowledge of code enforcement, public education, fire investigation, and community development issues.
  • Must have knowledge of principles, practices, and procedures of modern fire suppression, prevention and emergency medical services/procedures.
  • Requires an ability to work effectively with other agencies, civic and business leaders, and general public.
  • Requires knowledge of the agency’s policies and procedures.
  • Requires knowledge of EMS protocols and scope of practice.
  • Must have knowledge of applicable local, state, and federal laws and regulations.
  • Knowledge of the operation and maintenance of fire and EMS apparatus and equipment.
  • Must have knowledge of principles of administration and personnel management, including human relations, supervision and training.
  • Must act promptly and use good judgment in emergencies and to deal tactfully with the public.
  • Requires to work within a budget.
  • Must be able to effectively lead personnel.
  • Accurately interpret and explain district policies and procedures. Understand and explain laws and regulations relating to the provision of fire and EMS emergency services.
  • Accurately recall street systems, addresses and fire hydrant locations in first response areas.
  • Understand and follow oral and written instructions.
  • Acts effectively and calmly in emergency situations.
  • Works effectively with the public, other agencies, and other employees.
  • Works irregular or protracted hours and responds promptly to call-backs.
  • Meets and maintains physical standards.
  • Learns, understands, and operates existing and new software applications pertinent to the position.
  • Knowledge of and sensitivity to Native American culture is required.

Environmental Factors and Conditions/Physical Requirements:

  • Continually requires the ability to express or receive detailed information or important instructions through oral communication.
  • Continually requires working with fingers rather than the whole hand or arm. Requires repetitive movement of wrists, hands and/or fingers. Often requires walking or moving about to accomplish tasks.
  • Requires standing and/or sitting for sustained periods of time, raising objects from a lower to a higher position and/or moving objects horizontally.
  • Occasionally requires lifting of up to 100 pounds.
  • This position is frequently subject to inside environmental conditions which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions.
  • Supports a safe work environment by performing all duties in accordance with Tribal safety policies and procedures, and Emergency Management Plan.
  • Due to the nature of the interactions with other employees and the public we serve, employees may be required to provide documentation of, or receive, certain health vaccinations.
  • May be called upon to serve as a Disaster Reservist during emergencies.
  • Local travel is occasionally required. Travel outside of the state is infrequently required.
