Starting Wage Range: $82,391.14/yr. - $105,817.37/yr.
Job Summary:
Provides direct supervision, guidance, and support of assigned Children & Family Service staff while ensuring compliance with effective case management and supportive services to the children and families working within the CFS program.
Essential Functions:
- Provides conflict resolution.
- Monitors compliance and use of assigned grants and budgets.
- Participates in Family and Provider meetings.
- Develop cooperative relationships with other involved Tribal programs, State agencies, and community partners.
- Attends multi-disciplinary teams/Service Integration Team meetings.
- Attends Tribal and State Court hearings as needed.
- Provide testimony and make recommendations to the Court.
- Serves as an Expert Witness for Indian Child Welfare Cases.
- Collects monthly data and statistics from staff.
- Assists the Manager in gathering information and preparing Tribal, State and Federal Grant reports.
- Performs work in a fast-paced and stressful environment where the incumbent must multi-task to complete work assignments.
- Works with angry or disgruntled people in a cooperative and effective manner.
- Designs, implements and maintains a comprehensive foster care program.
- Updates program policies and procedures.
- Develop and implement a quality assurance protocol.
- Transports youth and others working with CFS.
- Responds to crisis calls during or after business hours as appropriate.
- Performs a variety of other duties as assigned by supervisor.
Supervisory:
- Directs, coordinates and supervises Children and Family program staff. Provides regular staff meetings; communicates through the chain of command; evaluates staff input; effectively communicates orally and in writing.
- Provide leadership to staff.
- Applies a comprehensive personnel development method of staff training and mentoring, provides coaching and counseling, evaluates staff through an initial six-month period, and then through annual Tribal performance evaluations.
- Provides effective and constructive feedback on work performance.
- Ensures the hiring, training, promoting, assigning, disciplining and discharging of employees are in accordance with Tribal Law, including without limitation, the Tribal Employment Rights Ordinance (TERO).
- Assures staff adherence to all policies and procedures, work, safety and administrative rule, Tribal Law and State Regulations.
- Serves as a mentor, as requested, for Tribal career development
Education, Experience, and Licenses:
- Requires an Associate’s degree, in Human Services, Social Work or closely related field of study. Bachelor’s degree preferred.
- Requires two (2) years of experience in the child welfare field.
- Requires three (3) years of lead worker or supervisory experience.
- OR equivalent combination of education, training and experience.
Driving Requirements:
- Must maintain a valid Oregon driver’s license or obtain one upon hire, qualify for the Tribe’s vehicle insurance, and provide proof of personal vehicle insurance.
Qualifications, Registrations, and Certifications:
- Performs work in a fast-paced and stressful environment where incumbent must multi-task to complete work assignments.
- Knowledge of supervisory principles, practices, and methods required.
- Knowledge of child welfare procedures, Indian Child Welfare Act, and Court procedures.
- The ability to engage with youth, families, and staff utilizing a trauma informed practice model where individuals are treated respectfully and compassionately.
- Knowledge of and understanding of Native American culture, customs, practices, psychology, and social work required.
- Requires a First Aid and CPR Certificate.
- Ability to use judgement in the analysis of facts and circumstances and in the determination of actions to be taken within the limits of standard or accepted practice.
- Requires considerable judgement to work independently toward general results, to adapt existing methods or procedures to meet new or unusual requirements, and to make related decisions guided by precedent and within the limits of established policies.
- Must have the ability to perform multiple tasks in a fast-paced and stressful environment.
- Must have the ability to work with angry or disgruntled people in a cooperative and effective manner.
- Knowledge of and sensitivity to Native American culture is required.
Environmental Factors and Conditions/Physical Requirements:
- Continually requires the ability to express or receive detailed information or important instructions through oral communication.
- Continually requires working with fingers rather than the whole hand or arm. Requires repetitive movement of wrists, hands and/or fingers. Often requires walking or moving about to accomplish tasks.
- Requires standing and/or sitting for sustained periods of time, raising objects from a lower to a higher position and/or moving objects horizontally.
- Occasionally requires lifting of up to 40 pounds.
- This position is frequently subject to inside environmental conditions which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions.
- Supports a safe work environment by performing all duties in accordance with Tribal safety policies and procedures, and Emergency Management Plan.
- Due to the nature of the interactions with other employees and the public we serve, employees may be required to provide documentation of, or receive, certain health vaccinations.
- May be called upon to serve as a Disaster Reservist during emergencies.
- Local travel is occasionally required. Travel outside of the state is infrequently required.
