Starting Wage Range: $27.05/hr. - $34.95/hr.
Job Summary:
Supports the mission of Grand Ronde Housing department by providing consistent services so that our clients are assured quality and decent living conditions. Adheres to H.U.D. regulations, policies, and procedures, by working with other personnel to coordinate essential agency functions and with various community agencies and partnerships.
Essential Functions:
- Assists with performing Housing Quality Standards inspections including initial inspections,
annual re-certification inspections, condition inspections and all re-inspections of failed units.
- Remains familiar and current with U.S. Department of Housing and Urban Development (HUD) Federal Regulations and state and local building codes as they relate to Housing Programs.
- Assists with ensuring that acceptability criteria and performance requirements for all Housing dwelling units is complying both at commencement of assisted occupancy and throughout the assisted tenancy. This includes sanitary facilities, food preparation and refuse disposal, space and security, thermal environment, illumination and electricity, structure and materials, interior air quality, water supply, access, site and neighborhood, sanitary conditions, and smoke detectors.
- Assists with researching other programs for best practices on a regular basis to ensure inspections are efficient and exceed industry standard.
- Provides excellent customer service to program participants and landlords by explaining and consistently enforcing program guidelines and regulations.
- Treats all residents in a respectful non-judgmental manner.
- Responds to inquiries, phone calls, correspondence in a timely and responsive manner.
- Maintains required reports and statistics on a monthly and annual basis as required in Housing Data Systems.
- Assists with inspections of carports and outside of unit for compliance with Rules/Regulations.
- Sends out compliance requests.
- Keeps appropriate Housing staff informed of any incidences.
- Coordinates with appropriate Housing Staff to ensure timely inspections at admission to program, annual re-certification, and condition of unit inspections.
- Supports co-workers as a team to accomplish department and agency goals.
- Types and formats bid advertisements, requests for bids, and project specifications.
- Date stamps incoming bids and proposals, and assists with the bid process as needed.
- Enters, maintains and files confidential information.
- Prepares, maintains and files housing program files as needed. Downloads completed files on Laser fiche.
- Acts as a primary or secondary contact with applicants and contractors on program projects.
- Assists in responding to requests for assistance and determines if work specifications are within program policy.
- Assists in preparation of work specifications, cost estimates and contracts for project compliance.
- Prepares memos, correspondence, documents, reports and public notices as instructions dictate, using correct grammar.
- Proofreads documents and reports and verifies accuracy of own work and that of others.
- Operates a variety of office equipment; computer, printer, fax, copier, scanner, shredder, etc.
- Prepares correspondence for Housing Inspections as required.
- Performs a variety of other duties as assigned by supervisor.
Education, Experience, and Licenses:
- Requires a high school diploma or GED and two (2) years of related experience.
- OR equivalent combination of education, training, and experience.
Driving Requirements:
- This position may require driving.
Qualifications, Registrations, and Certifications:
- Experience working with individuals who are disabled or have mental health issues.
- Demonstrated ability to communicate with elderly and low income families and individuals.
- Must be able to obtain a Housing Quality Standards Certification within one year of employment.
- Must be flexible and cooperative to accommodate job demands.
- Must be able to regularly inspect all housing units to assure that they meet Housing Quality Standards.
- Must be able to approach problems pro-actively with solution focus.
- Ability to work well under stressful conditions, solve complex situations and diffuse explosive situations.
- Must be prompt and dependable.
- Able to communicate effectively and solve problems related to clients and landlords.
- Able to work with minimum day to day supervision.
- Must to able to work independently and creatively within set guidelines.
- Willing to work under adverse conditions such as going into attics and crawl spaces.
- Knowledge of and sensitivity to Native American culture required.
Environmental Factors and Conditions/Physical Requirements:
- Continually requires the ability to express or receive detailed information or important instructions through oral communication.
- Continually requires working with fingers rather than the whole hand or arm. Requires repetitive movement of wrists, hands and/or fingers. Often requires walking or moving about to accomplish tasks.
- Requires standing and/or sitting for sustained periods of time, raising objects from a lower to a higher position and/or moving objects horizontally.
- Occasionally requires lifting of up to 50 pounds.
- This position is frequently subject to inside environmental conditions which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions.
- Supports a safe work environment by performing all duties in accordance with Tribal safety policies and procedures, and Emergency Management Plan.
- Due to the nature of the interactions with other employees and the public we serve, employees may be required to provide documentation of, or receive, certain health vaccinations.
- May be called upon to serve as a Disaster Reservist during emergencies, or when the Tribal Emergency Operations Center is opened.
- Local travel is occasionally required. Travel outside of the state is infrequently required.
