Duties
- Advise and assist Tribal administration and programs to establish goals, priorities, policies, regulations, and procedures in such areas as land use, transportation, housing, utilities, public safety and health services.
- Coordinate planning activities for, and between Tribal programs. This includes locating funding sources, assisting with preparation and submission of grant applications, and budget preparations. Also, includes providing technical assistance and final review of grant applications submitted by Program staff.
- Direct and coordinate, through subordinate personnel, department activities and functions to maintain, enhance, support and sustain a healthy grant portfolio for the Tribe.
- Provide work directions, resolves problems, evaluates work performance, prepares work schedules, and sets deadlines to ensure completion of operational and contract deliverables in a timely manner.
- Administer Tribal long and short range planning documents, such as the Comprehensive Plan, Land Use/Reservation Plan, Hazard Mitigation Plan, and Transportation System Plan to ensure that goals and objects are being met.
- Develops and implements the Tribal Transportation Program, which includes identifying and obtaining funding to operate a roads maintenance inventory, construction and maintenance program; and a transit program.
- Review proposed Research Permits and Applications related to sensitive IRB project proposals.
- Collect, assemble, and analyze data and prepare appropriate reports.
- Participate in Tribal administration and community meetings to plan innovative new programs that will improve economic and living standards for the Siletz Tribe and its members.
- Present information and findings, along with recommendations to Tribal Administration.
- Other duties as assigned.
REQUIREMENTS:

Knowledge Of
- Planning techniques and principles to address a board range of economic, social, and political elements.
- Planning in such areas as geography, economics, political science, engineering, architecture, transportation, sociology, economic development, and public administration.
- Complex Federal regulations and policies.
- Transportation and transit planning and project development techniques and principles.
- Infrastructure to ensure that Tribal current and future needs are met.
- Proper technical writing grammar, punctuation and spelling in order to produce the necessary technical documents in a form suited to public distribution and scrutiny.
- Budgeting and financial management.
- Computer word processing, spreadsheet, database, and presentation software.
- Tribal planning or long-range community planning experience, preferred.
- Project management and contract administration skills.
- Draft descriptive factual background memorandum or summaries. Includes technical writing and editing skills, with ability to apply those skills to a wide variety of projects.
- Identify goals, objectives, and resources.
- Manage budgets and expenditures.
- Formulate and evaluate plans to reach goals and objectives.
- Review, analyze and make recommendations regarding complex policy documents.
- Act as a liaison with a variety of government agencies at a variety of levels to develop policies, projects and long-range plans that meet Tribal objectives.
- Communicate the effect of planning decisions on the mission and goals of the Tribe.
- Must be a well-organized self-starter, with the ability to communicate effectively (orally and in writing) and to work well with others.
- Demonstrated analytical skills and creative ability.
- Must possess a valid driver's license, insurance and be eligible to drive a GSA vehicle.
