Job Summary
The Project Manager is responsible for overseeing and coordinating the planning, development, and execution of construction projects, including both new construction and minor repairs for the Tribe. This role involves working closely with Tribal departments to ensure all projects are aligned with community needs and comply with relevant regulations. The Project Manager will lead the entire construction process, from conceptual development through budgeting, scheduling, and implementation, ensuring projects are completed on time, within budget, and to the required quality standards. The position requires strong project management, communication, and leadership skills to effectively manage resources, personnel, and project timelines.
Responsibilities
- Facilitates Tribal construction related projects on government buildings including minor repairs and large capital projects.
- Identifies governmental building deficiencies and ensures repairs are made.
- Works with Facilities Manager to resolve maintenance issues in a timely manner with minimal disturbance to effected offices.
- Works with architects and contractors to develop complete and coordinated plans and specifications.
- Schedule the project in logical steps and budget time required to meet deadlines.
- Confer with supervisory personnel, owners, contractors, and design professionals to discuss and resolve matters, such as work procedures, complaints, or construction problems.
- Prepares requests for proposal and conducts all necessary meetings to facilitate hiring construction services.
- Negotiates contract revisions, changes and additions to contractual agreements with architects, engineers, consultants, clients, suppliers, and subcontractors.
- Prepares and submit budget estimates, progress reports, or cost tracking reports.
- Interprets and explain plans and contract terms to administrative staff, workers, and clients, representing the owner or developer.
- Reviews, manages, and oversees construction activities, including contractor’s schedule, RFIs, submittals, change order requests, and punch list; monitor construction milestones.
- Takes action to deal with the results of delays, bad weather, or emergencies at construction site.
- Reviews projects to monitor compliance with building and safety codes, or other regulations.
- Studies job specifications to determine appropriate construction methods.
- Selects, contracts, and oversees workers who complete specific pieces of the project, such as painting or plumbing.
- Ensures compliance with all permitting and licensing requirements while working closely with the Building Official.
- Creates daily activity reports, field note records and other on-site communication.
- Safely use equipment such as lift truck to perform work functions.
- Properly use personal protective equipment and follow all safety guidelines.
Qualifications
- Bachelor’s Degree and two (2) years of experience in construction management, which would involve overseeing the construction process, managing teams, scheduling, budgeting, and ensuring compliance with regulations including one (1) year of experience in project management, which involves managing all aspects of a specific project, including planning, execution, monitoring, and closing is required. An AA degree with four (4) years of construction management including two (2) years experience in project management may be substituted. Prefer experience with American Indian/ Alaska Native communities.
