POSITION: Network Service Engineer
SALARY: $32.40-$35.41, per hour DOE
REPORTS TO: Network Service Manager
LOCATION: IT Department - Nespelem, WA
Basic Functions: This is a Non-Exempt position. Under general direction, is responsible for planning and designing the network infrastructure and enterprise network solutions. Responsible for troubleshooting, installing, implementing and administering network systems and providing Tier III support. Responsible for analyzing capacity issues and developing capacity planning models. Responsible for ensuring planned testing activities are executed and for developing network security guidelines. Exercises direct supervision over assigned staff.

MINIMUM QUALIFICATIONS:
Education and Training:
- Requires a High School Diploma or GED with 96 months experience in Telecommunication, Networks, Computer Science, or IT related fields, managing network projects and experience in working with teams, developing work plans.
OR
- Associate's Degree from an accredited college or university in Telecommunications, Computer Science, or Information Technology WITH, 48 months experience in Telecommunication, Networks, Computer Science, or IT related fields, managing network projects and experience in working with teams, developing work plans.
- Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.
- Due to CJIS requirements related to system access, the following will result in being disqualified for this position:
- Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions.

Knowledge, Skills, and Abilities:

- Expert knowledge of various switches and routers for use in Private and carrier based optical WAN and MAN networks across multiple data centers utilizing MPLS and advanced routing protocols including BGP, OSPF, and EIGRP.
- Expert knowledge of commercial enterprise-level tools and products to provide core network services including: firewalls, IPS/IDS, DNS, DHCP, web security, email security, VPN, and NAC.
- Expert knowledge of VOIP telephony products.
- Expert knowledge of enterprise system monitoring and management tools such as SolarWinds Orion Suite, etc.
- Expert knowledge of Coaxial, fiber, and copper structured cabling for core, aggregation, distribution, and access layer networks.
- Expert knowledge of network configuration management.
- Knowledge of basic to moderately complex hardware and software products.
- Knowledge of Internet Protocols & Networking understanding
- Knowledge of computer systems scheduling and report distribution.
- Skill in problem solving/troubleshooting.
- Knowledge of basic hardware and software products.
- Skills in the use of computers, MS office 2003/2007/2010, and associated software within the MS-Windows 7 and XP environment.
- Knowledge of current organizational hardware and software capabilities.
- Ability to learn and apply all Tribal and Division processes, policies and procedures.
- Ability to use mobile and/or PC technology, computer operating systems, network printer configuration and mobile device configuration in Windows and Mac.
- Ability to establish and maintain effective working relationships with Tribal staff and the general public.
- Ability to communicate clearly and effectively, both verbally and in writing, type 40 wpm and pass a standardized grammar test

- Ability to coordinate and facilitate team meetings, project work groups, management, risk and conflict. Prioritize, schedule, and monitor assigned technical projects, developing and maintaining comprehensive project plans/schedules, while using the same methodology to provide organization with accurate and complete status information. Develops and implements short and long term plans, providing data for long-term capacity planning.
- Ability to manage by establishing operational plans, including goals and objectives with measurable results, within specified timeframes.

- Physical requirements include occasional lifting/carrying of 50 pounds; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment. Subject to sitting, standing, reaching, walking, twisting, and kneeling to perform the essential functions.
- Working conditions are primarily inside an office environment.
- Ability to sit for prolonged periods of times as required by the position.
