Our company is currently seeking an EXPERIENCED individual to fill an IMMEDIATE opening for a FLEET COMPLIANCE MANAGER based in Austin Texas.
This position will require management in multiple states.
JOB SUMMARY
The Fleet/DOT Compliance Manager is a pivotal role responsible for ensuring stringent adherence to all Federal and State regulatory obligations, particularly focusing on the FMCSA Safety Management System and DOT compliance, while also supervising the entirety of the fleet management activities. The individual will strategically align the organization’s objectives with its compliance and fleet management initiatives, ensuring safe, efficient, and lawful operations. This job requires frequent travel up to 50%.
ESSENTIAL DUTIES & RESPONSIBILITIES
Regulatory Compliance & Fleet Safety
- Manage adherence to the FMCSA Safety Management System and its Behavior Analysis and Safety Improvement Categories (BASICs).
- Ensure system data integrity and communicate results and trends to leadership and operations (ops) to drive improvement.
- Monitor and promote company and driver CSA performance through collaboration with ops, identifying drivers in need of further training.
- Provide centralized oversight and governance of all mandatory Federal and State regulatory obligations, such as safety training and annual reporting submissions.
- Conduct accident investigations across all operations and work alongside operations on fleet safety awareness, education, and incentive programs.
Policy Management & Continuous Improvement
- Manage the DOT drug/alcohol program and maintain driver qualification (DQ) files.
- Develop, manage, and maintain policies and procedures for driver hiring and onboarding, including the development of a driver training program.
- Administer recurring reports to the leadership team, reviewing compliance to all Federal and State operating authorities.
- Identify opportunities and recommend improvements for handling compliance with all Federal and State operating authorities, licenses, and all other aspects of DOT compliance.
- Support continuous improvement throughout the company using non-conformance analysis, reporting, and corrective action.
- Ensure management staff adheres to established work standards and processes through the ongoing communication of audits and reports.
License and Operating Authority Maintenance
- Review, update, and maintain State and Federal operating authority and licenses.
- Manage DOT files and ensure complete compliance of all fleet operations for our multi-state organization.
- Facilitate the completion of root cause analyses and corrective actions for any non-compliance issues.
Training & Development
- Develop, coordinate, schedule, and present training to ops, leadership, and employees for all Federal and State regulatory updates or needs.
- Create, manage, and maintain "safety topics" for fleet and/or field operations personnel.
- Collaborate with operational and functional leadership regarding behavioral safety, organizational policies, and practices.
Fleet Management & Maintenance
- Work with fleet & service managers to ensure Preventive Maintenance (PM) compliance and oversee the maintenance of vehicles.
- Create “value-added” solutions in terms of driving continuous improvement, standardization, and non-conformance documentation for any/all Federal and/or State regulatory requirements.
- Provide support to operations in promoting fleet safety awareness and managing incentive programs.
Collaboration & Communication
- Collaborate and communicate with operations to identify and rectify issues, highlighting drivers requiring additional training and education.
- Provide “value-added” solutions to field teams, driving continuous improvement, standardization, and non-conformance documentation for any/all Federal and/or State regulatory requirements.
- Collaborate with operational and functional leadership regarding behavioral safety and organizational policies and practices.
Additional Responsibilities
- Perform other duties as assigned which are reasonably within the scope of the duties enumerated above.
This position encompasses diverse responsibilities within fleet management and compliance. The candidate must be well-versed with FMCSA, DOT regulations, fleet management, and have robust experience in compliance management, continuous improvement methodologies, and training and development within a logistics or transportation environment.
The expectation is that the candidate will seamlessly integrate compliance and fleet management to ensure that all operations not only adhere to all relevant legal and internal standards but also operate efficiently and effectively.
WHO YOU ARE:
- Prior experience in a managerial role within fleet operations or compliance, required.
- 5 years relevant prior experience in transportation/fleet safety at a company whose major business is commercial trucking, required.
- Smith Systems Driver Trainer Certified, highly preferred.
- Deep understanding of Federal and State regulations, specifically those related to the FMCSA and DOT.
- Proficiency in the understanding of Behavior Analysis and Safety Improvement Categories (BASICs) and CSA performance metrics.
- Comprehensive knowledge of fleet management best practices, including vehicle maintenance, repair, and safety protocols.
- Understanding of driver management, including hiring, onboarding, and continuous training methodologies.
- Familiarity with industry standards, emerging technologies, and trends in fleet management and regulatory compliance.
- Capability to analyze data and trends related to fleet operations and safety compliance.
- Skilled in conducting root cause analyses and implementing corrective actions.
- Strong communication skills to convey complex regulatory and operational information to various stakeholders.
- Ability to forge and maintain positive relationships with internal teams, regulatory bodies, and external partners.
- Competence in managing multiple projects and initiatives simultaneously, ensuring timely and on-budget delivery.
- Proficiency in implementing and overseeing policies and procedures across varied operational facets.
- Ability to develop, coordinate, and execute training programs that cater to diverse roles and responsibilities within the organization.

SAFETY REQUIREMENTS, WORK ENVIRONMENT & PHYSICAL DEMANDS:
- This position will primarily operate from the Austin Texas facility as well as other geographic areas that we are located.
