CONFIRE is a separate entity from San Bernardino County and

the Fire Protection District.

CONFIRE, JPA is recruiting for an , who is responsible for managing and coordinating the operations of the emergency dispatch center. This position requires in-depth knowledge of the dispatch center's operations and policies. The Manager ensures the policies, goals, objectives, and priorities are followed by all personnel, through subordinate assistant managers and supervisors.

Communications Centers are located in Rialto and in Hesperia.

CONFIRE, JPA is a Joint Powers Authority (JPA) located in San Bernardino County California established to provide communications, dispatch, computer information systems support (IS), and geographic information systems (GIS) to CONFIRE member and contract agencies. The CONFIRE Communications Center's (Comm Center) primary function is to provide 24-hour / 365 day direct fire, EMS, and rescue dispatch services to CONFIRE agencies. Beyond the direct fire dispatch role, Comm Center also functions as the San Bernardino County (XBO) Operational Area dispatch, which provides large incident coordination for fire, local government, and emergency medical resources on a countywide basis.

CONDITIONS OF EMPLOYMENT

Certification : CPR certification and an Emergency Medical Dispatch (EMD) course must be successfully completed within twelve (12) months of the date of hire and must be maintained throughout employment.

Work Availability : Must be able to work rotating shifts, weekends, and holidays, to ensure proper oversight. Must be available to work in Rialto or Hesperia as needed.

Return to W ork : Must participate in On-Call rotation, requiring a return to work to provide coverage as needed; compensation is available.

Travel : Travel may be required. A valid California driver license and proof of automobile liability insurance must be provided at time of hire and maintained throughout employment.

Health and Physical Condition : Persons seeking appointment to this class must meet the safety health and physical condition standards deemed necessary and proper for performance of the duties established by CONFIRE, JPA.

Under the direction of the Communications Director, manages and coordinates the operations of the emergency dispatch center; performs other related duties as assigned.

Duties may include, but are not limited to :

1. Coordinates and manages the daily operations of the fire dispatch center ensuring CONFIRE policies are followed.

2. Participates in the development and implementation of goals, objectives, policies, and priorities for the fire dispatch center.

3. Assists in maintaining the high standards necessary for the efficient and professional operation of the center.

4. Manages duty schedules to ensure minimum staffing and budgetary allocations are maintained.

5. Recommends the promotion of personnel, conducts performance evaluations, and works with employees to correct deficiencies.

6. Performs the duties of the Assistant Emergency Communications Supervisors and Emergency Services Supervising Dispatchers when necessary, including dispatching and call taking.

7. Exercises direct supervision over the Assistant Emergency Communications Supervisors and Emergency Services Supervising Dispatchers.

8. Leads and facilitates Office of Emergency Services mutual aid resource request ordering and coordination.

9. Facilitates and acts on all dispatch inquiries from field personnel and provide appropriate feedback to all parties.

10. Investigates complaints and take corrective action as necessary

11. Represents CONFIRE to the community, outside agencies or other organizations

12. Provides vacation and temporary relief as required.

13. Must participate in an on-call rotation, which may require returning to work to provide coverage as needed. On rare occasions, the on-call Manager may need to provide supervisory coverage when staffing drops below minimum levels.

14. Provides other duties as required.

Minimum Requirements

This position requires an in-depth knowledge of the dispatch center operations and policies. Incumbents in this class demonstrate their ability to organize personnel to work towards common goals, communicate clearly in oral and written form to groups of people, and exercise the ability to listen to several different points of view and capture the essence of each. This position must share CONFIRE's goal of constantly improving the level of service provided to our member and contract agencies and the public they serve. Incumbents in this position are expected to possess a high degree of leadership, technical, and supervisory skills.

Experience : Two (2) years' experience as a manager, assistant manager, and / or supervisor in an emergency communications center that is responsible for dispatching and monitoring emergency personnel to fire, law enforcement, emergency medical, and / or mutual aid situations.

Desired Qualifications

The ideal candidate will possess a bachelor's degree specializing in public administration, emergency management, fire science, or a related field, current CPR and EMD certifications, and be familiar with budget, organizational, and human resources activities, including progressive discipline. Additionally, the ideal candidate will possess excellent interpersonal and communication skills, with exceptional leadership abilities to address and solve challenges.
