Primary Purpose:
The Executive Director of Instructional Leadership and Development oversees and enhances the district's instructional leadership programs to ensure student achievement, particularly for
campuses rated as Improvement Required. This position will lead professional development initiatives, manage campus improvement efforts, and collaborate with district and campus leaders to drive school improvement processes. Additionally, the Executive Director will serve as the District Coordinator of School Improvement, providing direct support to principals, teachers, and staff to ensure that campuses make substantial progress toward meeting academic goals.
Qualifications:
Education/Certification:
- Master’s degree in education, human resources, organizational development, public administration, or closely related field
- Must have previous experience as a campus administrator
Special Knowledge/Skills:
- Knowledge of curriculum, instruction, and assessment
- Ability to interpret policy, procedures, and data
- Understands current state accountability systems and federal requirements
- Demonstrated skill in project planning and implementation of training programs
- Strong communication, public relations, and interpersonal skills
Major Responsibilities and Duties:
Professional Development and Program Management
1. Oversee Professional Development Programs: Lead the development and delivery of professional development programs that align with district goals and promote student achievement.
2. Plan, Implement, and Manage Improvement Efforts: Assist with the development, implementation, and management of campus and district level improvement strategies, ensuring alignment with district goals.
3. Continuous Improvement Process: Support all components of the district's continuous improvement initiatives, facilitating reflection, planning, and action at the campus level.
4. Guidance and Problem-Solving Support: Assist, guide, and advise campus leaders and teachers in identifying and addressing challenges
related to instructional improvement. Share best practices and connect stakeholders to appropriate resources. 5. Support for Low-Performing Campuses: Ensure targeted support for academic achievement at campuses identified as Improvement Required, helping to drive measurable improvements in student outcomes.
6. Evaluate Program Effectiveness: Continuously monitor and evaluate the effectiveness of professional development programs, using input from teachers, principals, and student data to guide improvements and adjustments.
7. Instructional Leadership Coaching for Principals: Work closely with principals to grow their instructional leadership capacity. Facilitate professional growth and instructional change by utilizing coaching strategies that provide and model actionable feedback to principals, teachers, and staff.
Collaboration
1. Develop Principal Learning Networks: Establish and lead principal professional learning networks that foster collaboration and growth as instructional leaders.
2. Maintain Professional Relationships: Foster and maintain open, professional communication with principals, teachers, and staff to build strong relationships and promote a positive district culture.
3. District Decision-Making Participation: Actively contribute to the district’s goal-setting process, ensuring that goals and objectives are developed through effective, collaborative decision-making and problem-solving approaches.
4. Collaboration for Goal Achievement: Promote collaboration within the district to achieve academic goals through effective teamwork and communication.
5. Collaborative Leadership: Work with principals, superintendents, and other district leaders to design and implement solutions to create equitable learning opportunities and drive meaningful improvements in instructional quality.
6. Collaboration Across Central Office Units: Partner with other departments in the central office to provide the resources and support necessary for principals to effectively lead their campuses.
Resource Management
1. Resource Management: Identify and secure consultants, specialists, and external resources to support the professional learning needs of district staff. While ensuring efficient use of resources and cost-effectiveness
2. Resource Allocation: Ensure that adequate time, resources, materials, and technology are available to support the accomplishment of educational goals across campuses.
Policy, Reports, and Law
1. Follow all Connally ISD legal and local board policies.
2. Follow and enforce district safety protocols and emergency procedures to ensure the safety and well-being of all students and staff.

Tools/Equipment Used: Standard office equipment including personal computer and peripherals
Posture: Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting
Motion: Repetitive hand motions, frequent keyboarding and use of mouse; occasional reaching
Lifting: Occasional light lifting and carrying (less than 15 pounds)
Environment: Office and school campus settings. Some evening and weekend work may be required. Frequent districtwide travel and occasional statewide travel are required.
