Job Description Conneaut Lake Public Works Supervisor
Service Type: Laborer, Full time
Classification: Hourly; 40 hours per week, 8 hours per day, may be required to work weekends and holidays, schedule may vary. Subject to frequent call outs. May be required to work overtime. Conneaut Lake Borough is a smoke free/tobacco products free employer.
Wage: Hourly
Pay Rate/Benefits are negotiable depending on experience.
Definition: Under direction of Borough Council President and Conneaut Lake Borough Council, the employee is responsible for the operation of the Public Works Department, including streets, parks, beach, buildings and all Borough facilities to insure public safety and to support the general welfare of borough residents.
Work is performed under the policies and standards established by borough council. Position involves outside work, noise sufficient to interrupt conversation, temperature extremes, dampness, vibration vapors, fumes, odor, dust, limited ventilation, exposure to toxic substances and the use of standard safety equipment not limited to respirators, safety glasses, and hearing protectors.
Qualifications:
High school diploma or GED.
Possess and maintain a valid Pennsylvania Drivers license.
Minimum of 5 years experience working in a public works department or equivalent setting.
Must be able to read, write and follow verbal or written instructions.
Ability to perform basic math functions.
Complete Act 33,34 and 73 clearances, drug screen and physical examination. Moderate work , may require considerable standing, walking and lifting. Frequent bending, squatting, kneeling, crawling, twisting, climbing, balancing, reaching, pushing and pulling. Frequent repetitive motions
Ability to lift, carry and move frequently 50 to 100 pounds.
Ability to lift, carry and move occasionally 100 pounds.
Sensory abilities including speaking, hearing, seeing, visual acuity, depth perception, tactile sensation and smelling.
Ability to interact respectfully with the general public while performing job duties.
Ability to communicate clearly and concisely verbally and in writing.
Ability to recognize, analyzes, and react to day-to-day situations requiring independent discretion and judgment.
Awareness of UCC (Uniform Commercial Code), IBC (International Building Code),NEC (National Electrical Code), plumbing and NFPA (National Fire Protection Association) codes.
Job Functions:
Operate and maintain borough equipment not limited to dump trucks, snow plow, backhoe, street sweeper, lawnmower.
Utilize hand tools in performance of duties
Perform general carpentry, welding and electrical work.
Perform general concrete work.
Paint as directed using appropriate tools, supplies and techniques.
Perform road maintenance not limited to snow plowing, snow removal, spreading of salt and antiskid,
Maintain traffic signals and signage
Landscaping and lawn maintenance of borough property.
Assist vendors and service technicians and the public as needed. Be on call and report at any hour to perform duties as necessary.
Maintain accurate time records of daily work.
Complete an annual self-evaluation by November 1 .
Personal computer knowledge and ability to use databases and spreadsheets.
Adhere to the Conneaut Lake Borough Employee Handbook.
Perform other duties, tasks, and assignments as directed.
Ability to calculate and estimate project costs
Knowledgeable of the practices and procedures of street construction and maintenance buildings and grounds not limited to the beach
Ability to complete routine repairs.
Perform operational and safety inspections on all equipment prior to use.
Maintain files of equipment specifications, operation and maintenance instructions.
Maintain all vehicles and equipment in a clean presentable condition.
Maintain required inventory of general supplies and equipment parts.
Ability to install, remove and repair floating docks, floats, buoys, and seawall which may include submersion in water and swimming.
Responsible for completing or scheduling preventive maintenance.
Participate in the County wide community service program.
Assist beach manager and staff.
Other Functions:
Provides recommendations to borough council and committees on issues related to public works.
Attends training programs to keep informed of latest technology and practices.
Makes duty-oriented decisions, takes initiative, and offers solutions and or recommendations to borough council.
Attends borough council meetings and other meetings as requested.
Ability to plan, organize and complete work in a timely, organized manner.
Knowledgeable of the laws, regulations, and requirements applicable to borough operations
