We are seeking an experienced Director of Proposal Management to join our dynamic team in the Government Contracting industry. The ideal candidate will be responsible for leading our proposal efforts. This will include the development of high-quality and compelling proposals in response to government solicitations. This individual will also play a crucial role in coordinating cross-functional teams, ensuring compliance with all requirements, and delivering winning proposals that align with our business objectives.
This person will eventually build a proposal team but will remain hands-on with managing more complex proposals and delegating and developing a proposal team under their supervision. Initially, this will be an individual contributor position working with the Connsci executive management team to prepare and submit compliant proposals to Federal clients.
Location: This role will be able to work primarily remotely (up to 90%) but may require occasional in office time for team meetings or larger collaborative initiatives

Responsibilities
Proposal Leadership:
- Lead and manage the entire proposal development process, from initial identification of opportunities to submission of the final proposal.
- Collaborate with subject matter experts, capture managers, and other stakeholders to develop a comprehensive proposal strategy.
- Coordinate and lead proposal development teams, ensuring effective communication and collaboration among team members.
- Conduct proposal kick-off meetings, review sessions, and other necessary team interactions to drive the proposal process forward.
- Ensure all proposals comply with the requirements outlined in the solicitation documents.
- Conduct thorough reviews of proposals to ensure accuracy, completeness, and adherence to established quality standards.
- Oversee the development of compelling and well-articulated proposal content, ensuring alignment with customer needs and evaluation criteria.
- Work closely with technical and subject matter experts to translate complex information into clear and persuasive proposal language.
- Develop and maintain proposal schedules, ensuring milestones are met and deadlines are consistently achieved.
- Identify and mitigate potential roadblocks to maintain the proposal timeline.
- Stay informed about industry best practices and trends in proposal management.
- Provide feedback and recommendations for process improvements to enhance the efficiency and effectiveness of the proposal development process.
- Proven track record of successfully leading and winning complex proposals.
- Strong understanding of government procurement processes and regulations.
- Excellent written and verbal communication skills.
- Ability to manage multiple proposals simultaneously in a fast-paced environment.
- Proficiency in proposal development tools and Microsoft Office Suite.
- At least 10 years of experience in Proposal Management within the Federal Government Contracting industry
- At least 6 years of experience with Federal Acquisition Regulation (FAR)
- At least 5 years of experience in the Shipley proposal process
- Bachelor's degree preferably in either a technical or communications related discipline
- Master's or higher degree in Information Technology, English, or Journalism
