Alaska Overview

ConocoPhillips is Alaska’s largest crude oil producer and largest owner of exploration leases, with approximately 1.2 million net undeveloped acres at year-end 2022. The company produced an average of 200 thousand barrels of oil equivalent per day in 2022. ConocoPhillips has major ownership interests in two of North America’s largest legacy conventional oil fields, both located on Alaska’s North Slope: Kuparuk, which the company operates, and Prudhoe Bay. Additionally, ConocoPhillips operates several fields on the Western North Slope. The company has an ownership interest in the Trans-Alaska Pipeline System (TAPS) and owns/operates the Polar Tankers fleet.

Willow Overview

Located on Alaska’s North Slope in the National Petroleum Reserve (NPR-A), the Willow project is estimated to produce 180,000 barrels of oil per day at its peak. During construction, Willow is expected to create around 2,500 jobs, with a majority of labor provided by union workers. The development is estimated to create 300 permanent jobs.

The economic impact of the Willow project will be sizable. According to the Bureau of Land Management (BLM) estimates, Willow could generate between $8 billion and $17 billion in new revenue for the federal government, the state of Alaska, the North Slope Borough, and local communities. The initial phase of Willow development will include a new Willow Central Processing Facility (WCF), three drill sites, pipelines, roads, bridges and supporting infrastructure.

Scope Summary

The Willow project is spread over several phases and areas.

2023 – 2025 - Detailed Design

2023 – 2024 - WOC Fabrication

2025 – 2027 - WOC North Slope Installation and Commissioning

2025 – 2027 - WCF / DS Sealift Module Fabrication

2027 – 2029 – WCF / DS North Slope Installation and Commissioning

Willow will be a greenfield design including all processing facilities, utilities, drilling equipment, camp, and power generation.

Description

The Project Services Manger is a key position, part of the Willow Project Leadership Team, functionally reporting to the Willow Interface and Integration Manager. This position is responsible to lead a growing team of 10 Employees and Contingent workers in Texas (Houston & Ingleside) and Alaska (Anchorage and the North Slope) and must be willing to travel to the worksite(s) as required.

This position is open to Expatriate Assignments, U.S. Payroll Transfers etc.

Your responsibilities may include:

  • Manage and validate basis annual budgets, outlooks, and longer-term forecasts, monitor and adjust for changes, track performance, and evaluate cost trends
  • Responsible for timely communication to all key business unit stakeholders and deliver appropriate information required to effectively manage the projects
  • Develop and maintain a multi-year resource plan designed to support and respond to near and long-term variations in the Company's Long-Range Plan (LRP)
  • Provide and maintain project integrated schedules to ensure progress in accordance with agreed plans and budgets
  • Maintain the Project Risk Register
  • Lead the annual Cost Control Forecast refresh process
  • Align corporate standards, processes, and practices
  • Foster strong engagement and collaboration between other Willow groups, functions, and corporate stakeholders to ensure alignment on decisions and plans
  • Participate in project planning and contract strategy processes
  • Active and visible role model, always acting in accordance with ConocoPhillips’ “SPIRIT” values and motivating and promoting good communications and relations within a positive work environment
  • Provide appropriate Project Services staffing to support ongoing and upcoming project needs

Qualifications

Basic/Required:

  • Bachelor’s degree or higher in Engineering, Finance or relevant field or foreign equivalent
  • 10 years of experience with cost management, scheduling, engineering, project management, project planning and estimating skills
  • 5 years of oil and gas industry experience
  • 3 years of management experience
  • Advanced level knowledge of all phases of a major capital project
  • Intermediate level knowledge of industry standard software, including SAP, Planning & Scheduling, and cost management applications
  • Willing and able (with or without reasonable accommodation) to travel 20% of the time on a yearly basis

Preferred:

  • Legally authorized to work in the United States on a full-time basis for anyone other than current employer
  • Master’s degree or higher in Engineering, Finance, or foreign equivalent
  • 10 years of oil and gas industry experience with knowledge of all phases of a major capital project
  • 5 years of experience with demonstrated success in leadership role of a Major Capital Project
  • 3 years contract management knowledge and experience
  • Advanced level communication skills necessary to work with external engineering and construction, suppliers, management, and other business unit organizations
  • Advanced level interpersonal, written, and verbal communication skills
  • Advanced level technical competence—understanding of design, installation, operational, and maintenance requirements of new and brownfield facilities
  • Advanced level analytical and trouble-shooting capabilities
  • Advanced level multi-tasking skills with ability to handle multiple ongoing activities
  • Intermediate level familiarity with capital projects management system (CPMS) principles and FEL workflows
  • Flexibility - Able to prioritize and complete multiple assignments in a changing environment; capable of handling a large volume of diverse tasks
  • Drives thoughtful and pragmatic change, inspires innovative thinking and continuous improvement, and models adaptability through resourcefulness, flexibility, and positivity
  • Takes ownership of actions and follows through on commitments by holding others accountable and standing up for what is right
