Position Summary Information

Primary Purpose

The Director of Fiscal Services supports McGeorge School of Law by performing a variety of financial and administrative services. This position will advise senior management on budget issues, will provide various reports, forecasting and analysis to assist in decision making and resource allocation as well as handle financial and related administrative matters for the Victims of Crime Resource Center grants and Community Legal Services (CLS) grants. The Director of Fiscal Services functions under minimal general direction and must have the capability to independently perform challenging work. The Director of Fiscal Services must have the ability to communicate effectively, coordinate multiple priorities and handle sensitive information necessitating use of tact, discretion, and judgment.

Essential Functions

  • Provide administrative direction and coordination of the Law School’s operating budget.
  • Develop the Law School’s annual operating budget; develop budgetary processes and procedures for the allocation of resources to meet planning goals and financial targets.
  • Prepare special management reports for senior management, the Dean and the board of Regents officials and advise senior management and other managers in the annual budget preparation.
  • Analyze the impact of tuition increases and discount rate and their relationship with the general fund allocation.
  • Evaluate requests and make resource recommendations to senior management and the Dean.
  • Perform accounting and administrative tasks for all law grants & contracts, including preparing grant applications, coordinating with the University’s Office of Sponsored Programs to implement the programs, preparing budgets, budget modifications and analysis, preparing reports of expenditures and requests for funds from the granting agency, processing grant payments from the granting agency and preparing entries into the University’s Banner financial system.
  • Ensure financial compliance for all grants and contracts in accordance with the funding agency, federal, state and university requirements.
  • Prepare various reports for senior management and managers.
  • Oversee all Law School accounts to ensure departments are operating within allocations, review and make recommendations to augment set budget of departments as requested.
  • Prepares all financial information, including budgets, needed for the McGeorge Community Legal Services application for grant funding from the California State Bar. Prepare the required quarterly financial reports for the grants once the grants have been approved. Prepare drafts of the annual audited financial statements for CLS, including all the supporting documentation requested by the external auditors.
  • Monitor revenue and expenditures of various endowed scholarship and gift accounts and prepare various reports for departments.
  • Oversee position control for Law faculty, staff, temporary staff and student positions, the development of salary and benefit projections for all Law employees, tracking of vacancies, new hires and other changes throughout the year and review and oversee payroll transfers for the Law School.
  • Collect, compile, verify and disseminate budget and financial data.
  • Provide forecasting support for the Office of Admissions as they recruit and admit incoming class; provide forecasting of discount rate of incoming class. In collaboration with the Dean, Assistant Dean of Administration and the Assistant Dean of Admissions, develop the discounting strategy for each academic year. Provide guidance on the impact of the strategy.
  • Resolve routine and complex problems with minimal consultation; handle multiple assignments and prioritize in a constantly changing work environment; recognize and improve administrative and operational processes as needed.
  • Perform other duties as required.

Minimum Qualifications

  • Bachelor’s Degree.
  • A minimum of five (5) years of increasingly complex financial experience.

Preferred Qualifications

  • Experience in Higher Education Accounting and Budget.
  • Excellent communications and interpersonal skills are crucial, as this position will interact regularly with personnel both internal and external to the organization.
  • Capacity to exercise diplomacy and deal effectively with a variety of situations in a calm, precise way.
  • Must be able to multi-task, organize resources, and establish priorities in a fast-paced, demanding environment.
  • Must assume responsibility and work effectively with minimum supervision.
  • Correctly interpret and explain policies and procedures and work well with tight deadlines while maintaining complete confidentiality, are crucial attributes required of this position.
  • An exemplary work ethic and commitment to the mission and goals of the Law School is required.
  • Knowledge of the use of spreadsheets, budgeting and general accounting practices, voice and e-mail communication systems are essential. Qualified candidates will have advanced Word, Excel and PowerPoint skills.
  • Experience and sensitivity in working with people of diverse backgrounds and cultures.
  • Demonstrated experience in advancing social justice, equity, and inclusion in a university setting.
  • Ability to engage and integrate culturally responsive practices and knowledge in their work.

Valid driver’s license required. Incumbent must also be able to meet the University’s fleet rules and be eligible to drive for University business. The University and its insurance carrier reserves the right to exclude applicants based on their driving record.

Hiring Range $86,620.00 - $119,094.00 per year. We consider factors such as, but not limited to, scope and responsibilities of the position, candidate’s qualifications, internal equity, as well as market and organizational considerations when extending an offer. Background Check Statement
