Waterford Power is a 3x1 Combined Cycle Power Plant located on 161 acres in Washington County, Ohio. The facility operates three GE 7FA combustion turbines (Advanced Gas Path upgrade), three Nooter Erickson HRSGs, and a GE D11 steam turbine paired with a GE 390H generator. The plant is staffed with approximately 29 employees.
The EH&S Specialist is responsible for ensuring compliance with all federal, state, and local environmental, health, and safety regulations. This includes implementing and managing permit requirements, tracking regulatory changes, coordinating with regulatory agencies, and leading health and safety initiatives across the facility.
Essential Duties and Responsibilities
Environmental Compliance
- Ensure compliance with all federal and state environmental permits.
- Interpret environmental laws and regulations and communicate implications to the facility team.
- Maintain and submit required environmental reports (e.g., CEMS, eDMR, SWPP, SPCC, Tier II).
- Coordinate air quality and emissions testing, including RATA and CEMS calibrations.
- Oversee the DMR-QA program (internal/external laboratories).
- Manage NEPDES sampling, inspections, and corrective actions.
- Assist with environmental budget development and cost tracking.
Regulatory Oversight
- Serve as the plant liaison with regulatory agencies; coordinate inspections and respond to information requests.
- Support permit applications, renewals, modifications, and compliance reporting.
- Supervise personnel performing regulatory tasks and audits.
- Track and report deviations, delays, or compliance risks with root cause analysis.
Health & Safety
- Lead plant safety programs: Hazard Communication, Hearing Conservation, Respiratory Protection, AED.
- Schedule and manage CPR training and certification for all personnel.
- Act as facility fire protection system owner.
- Conduct monthly EH&S audits and manage contractor orientations.
- Participate in job briefings, observations, and safety committee initiatives.
- Lead or support incident investigations and implement corrective actions.
- Bachelor's degree in Environmental Science, Engineering, or related field (or equivalent experience).
- Minimum 5 years of EH&S or regulatory experience, preferably in power generation or industrial facilities.
- Proficiency in Microsoft Office Suite (Excel, Word, Outlook, PowerPoint, Access).
- Strong verbal and written communication skills.
- Ability to work independently, manage multiple priorities, and lead cross-functional teams.
- Demonstrated ability to interpret and apply complex regulations.
- Willingness to travel as needed.
- Physically capable of lifting up to 50 lbs, climbing ladders, and performing duties in confined or awkward spaces.
Physical Requirements
- Ability to lift up to 50 lbs, climb ladders, work from heights and in confined spaces.
- Perform physically demanding tasks including bending, squatting, kneeling, pushing, and pulling.
- Work a 12-hour rotating shift, including holidays and weekends, with potential for scheduled and unscheduled overtime.
Applicants must possess a valid driver's license and maintain a clean driving record, as this position requires occasional travel for company business. Candidates should be comfortable operating a vehicle as part of their job responsibilities and must meet any applicable company and insurance requirements.
