This is a part-time, FLSA non-exempt position with Carson City Community Development, located in Carson City, NV.Under general supervision, performs office and field work related to the enforcement of City codes and resolution of complaints related to Business License, Planning and nuisance issues.

  • Receives and responds to complaints regarding zoning violations, debris, solid waste, abandoned or inoperative vehicles, weeds and other zoning code violations.
  • Researches property ownership, variances, use permits and other documentation regarding the property in question; contacts property owners and schedules on-site inspections; interprets codes and regulations and explains codes, regulations and inspection procedures to responsible parties.
  • Performs abatement of hazardous or public nuisance circumstances; issues citations or notices of violation for non-compliance, including outlining remedial action or repair required, time limits and permits required and methods for effective clearance of notices.
  • Monitors compliance activities and conducts follow-up and final inspections.
  • Conducts property usage inspections, including those related to the issuance of business licenses and/or home occupations.
  • Establishes files, maintains inspection tracking documentation and records of all notices and actions.
  • Prepares a variety of written correspondence and periodic and special reports regarding work performed.
  • Confers with legal staff regarding potential legal action for compliance; provides documentation of action and testifies in court as required.
  • Confers and coordinates activities with those of other City staff regarding code enforcement activities.
  • Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.
  • Uses standard office equipment, including a computer, in the course of the work; drives a motor vehicle to inspect properties and meet with property owners and responsible parties.
  • Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required.
 
Education and Experience:
Equivalent to completion of two (2) years of college level course work in construction technology, pre-engineering, business or a field related to the work, AND two (2) years of experience in work which has EITHER required the interpretation, explanation and enforcement of varied codes and regulations, OR required the inspection of properties for housing, zoning, building or related code enforcement.; OR an equivalent combination of education, training and experience as determined by Human Resources.
 
REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:
  • Valid Driver's License.
 
Required Knowledge and Skills
Knowledge of:
  • City zoning, solid waste and related codes and ordinances.
  • Principles and practices of code enforcement and inspection.
  • Requirements for documentation of actions for legal case establishment and court presentation.
  • Computer applications related to the work.
  • Standard office practices and procedures, including filing and the operation of standard office equipment.
  • Record keeping principles and practices; correct business English, including spelling, grammar and punctuation.
  • Techniques for dealing with a variety of individuals from various socio-economic, ethnic and cultural backgrounds, in person and over the telephone, often where relations may be confrontational or strained.
 
Skill in:
  • Investigating various code complaints in a timely and effective manner.
  • Interpreting, applying and explaining local laws and regulations related to zoning, solid waste and related matters.
  • Maintaining accurate records of inspections performed and actions taken.
  • Preparing clear and concise reports, correspondence and other written materials.
  • Using initiative and independent judgment within established procedural guidelines.
  • Organizing own work, setting priorities and meeting critical deadlines.
  • Contributing effectively to the accomplishment of team or work unit goals, objectives and activities.
  • Speaking English effectively to communicate in person or over the telephone.
  • Dealing successfully with a variety of individuals from various socio-economic, ethnic and cultural backgrounds, in person and over the telephone, often where relations may be confrontational or strained.
  • Demonstrating courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.
 
SUPERVISION RECEIVED AND EXERCISED:
Under General Supervision - Incumbents at this level are given assignments and objectives that are governed by specifically outlined work methods and a sequence of steps, which are explained in general terms. The responsibility for achieving the work objectives, however, rests with a superior. Immediate supervision is not consistent, but checks are integrated into work processes and/or reviews are frequent enough to ensure compliance with instructions.
 
PHYSICAL DEMANDS & WORKING ENVIRONMENT:

Mobility to work in a typical office setting, use standard office equipment and stamina to sit for extended periods of time; strength to lift and carry up to 20 pounds; vision to read printed materials; and hearing and speech to communicate in person or over the telephone; ability to operate a motor vehicle and safely travel to a variety of offsite locations.CONDITIONS OF EMPLOYMENT:

1.  Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation. 

2.  Any City employee may be required to stay at or return to work during emergencies to perform duties specific to this classification or to perform other duties as requested in an assigned response position. This may require working a non-traditional work schedule or working outside normal assigned duties during the incident and/or emergency.

3.  Employees may be required to complete Incident Command System training as a condition of continuing employment. 

4.  New employees are required to submit to a fingerprint based background investigation which cost the new employee $47.00 and a drug screen which costs $36.50.  Employment is contingent upon passing the background and the drug screen.
