Construction Inspector or Senior Construction Inspector

This is a full-time, FLSA non-exempt position with Carson City Public Works. Depending on experience, this posting will be used to fill either a Construction Inspector or a Senior Construction Inspector.

Construction Inspector:
Under general supervision from Construction Manager, the Construction Inspector plans, conducts and documents inspection activities related to public works projects including inspection techniques to ensure conformance with drawings, codes, regulations, standard details, specifications and contract provisions.

An Inspector at this level typically works under general supervision and makes independent judgments regarding the work in the absences of specific guidance – e.g., field approval of various change requests that do not exceed monetary or performance limitations or recommendations of progress payments. Inspectors review and analyze engineering/architectural specifications for constructability; they lay-out an inspection program that meets engineering, industry, legal, and quality assurance standards and requirements; they keep accurate, complete and timely records of all work performed by contractors and the inspector; they make clear, accurate, and professional reports both orally and in writing; and they resolve day-to-day inspection and construction issues in the field with contractors, contractor employees, and representatives of various government agencies.

Senior Construction Inspector:
Under general supervision from Construction Manager, the Senior Construction Inspector plans, conducts and documents inspection activities related to public works projects including inspection techniques to ensure conformance with drawings, codes, regulations, standard details, specifications and contract provisions.

An Inspector at this level typically works under general supervision and makes independent judgments regarding the work in the absence of specific guidance – e.g., field approval of various change requests that do not exceed monetary or performance limitations or recommendations of progress payments.  The Senior Construction Inspector may supervise and train personnel in the Public Works Construction Inspector category.  Inspectors review and analyze engineering/architectural specifications for constructability; they lay-out an inspection program that meets engineering, industry, legal, and quality assurance standards and requirements; they keep accurate, complete and timely records of all work performed by contractors and the inspector; they make clear, accurate, and professional reports both orally and in writing; and they resolve day-to-day inspection and construction issues in the field with contractors, contractor employees, and representatives of various government agencies.

Salary Ranges:

Construction Inspector (Employer-Paid PERS) $26.6842- $37.3579 hourly / $55,503.24 - $77,704.38 annually 

(Employee/Employer-Paid PERS) $31.6683 - $44.3356 hourly / $65,869.96 - $92,218.10 annually

Senior Construction Inspector (Employer-Paid PERS) $29.3525 - $41.0937 hourly / $61,053.20 - $85,475.00 annually 

(Employee/Employer-Paid PERS) $34.8350 - $48.7692 hourly / $72,456.80 - $101,440.04 annually

Construction Inspector:
Senior Construction Inspector:

• Review a variety of engineering plans related to civil, traffic and utility engineering projects for constructability and inspectability in conformance with accepted construction and quality assurance practices.
• Perform on-site construction inspections to ensure conformance with contract plans, specifications and documents.
• Produce daily inspection reports as well as other reports documenting the progress of construction.
• Recommend progress payments and change orders to higher level engineering staff.
• Communicate information and requirements with contractors, representatives of utilities and other governmental agencies related to the coordination of inspection and construction activities in order to resolve discrepancies and facilitate coordination of activities for timely project completion.
• Make and validate mathematical and basic survey calculations related to grades, distances, flow quantities, volumes.
• Create field drawings from sketches, survey field notes, legal descriptions and other data used for construction and inspection of a variety of public works projects.
• Interpret and compute field inspection data, evaluating for accuracy and completeness.
• Prepare and maintain a variety of reports, records, and files related to the assigned area of responsibility.
• Interpret and apply various federal, state, local laws, rules, regulations related to construction and inspection activities for public works projects.
• Perform related duties and responsibilities as required.
• Understand and follow oral and written instructions.
• Establish and maintain cooperative working relationships with those contacted in the course of work.
• Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a team.

• Supervise and train Public Works Construction Inspectors.

Education and Experience:

Graduation from high school or the equivalent, supplemented by specialized education; AND two (2) years of construction inspection experience; OR an equivalent combination of education, training and experience as determined by Human Resources.

REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:

•Valid Driver’s License.

Senior Construction Inspector:
Education and Experience:

Graduation from high school or the equivalent, supplemented by specialized education; AND six (6) years of experience in public works projects, contract management, public works inspection, basic surveying, specification and plan reading, creating field drawings, record maintenance, and working with a variety of trades, technical, and professional personnel to effectively resolve problems and coordinate accomplishment of complex tasks within deadlines; OR an equivalent combination of experience, training and experience as determined by Human Resources.

**Please note:  Some typical pattern of gaining the necessary qualifications might include:

• Graduation from high school or the equivalent, journey level certification and experience in a public works trade or craft, and experience as a foreman, planner and estimator, or inspector on major public works projects.
• Completion of an Associates of Science or Associates of Arts degree in construction management or engineering technician program supplemented by progressively responsible experience as an inspector on small to medium public works inspection projects.
• Graduation from a university in Construction Management, Civil Engineering, or similar field supplemented by experience on small to medium public works inspection projects.

SUPERVISION RECEIVED AND EXERCISED:

Under General Supervision - Incumbents at this level are given assignments and objectives that are governed by specifically outlined work methods and a sequence of steps, which are explained in general terms. The responsibility for achieving the work objectives, however, rests with a superior. Immediate supervision is not consistent, but checks are integrated into work processes and/or reviews are frequent enough to ensure compliance with instructions.

PHYSICAL DEMANDS & WORKING ENVIRONMENT:

The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of the job.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. 

Duties require sufficient mobility to work in a construction field setting inspecting above, below, and in-ground structures and systems in all weather conditions.  The inspector must be physically able to use lap-top computers to keep records on a regular daily basis (about 2 hours a day); set up and operate basic field surveying equipment; stoop, bend, sit, climb and crawl, and lift manhole covers to conduct field inspections, and the manual dexterity to operate various mechanical and measuring devices used in inspection operations.  An inspector must have sufficient vision to detect defects, read reports, and see and read plans, specifications, drawings, etc. in a field setting.  An inspector must be able to hear and speak to receive and give information to engineers and trades and craft persons working in noisy construction settings.  

CONDITIONS OF EMPLOYMENT:

1. All new employees will serve a probationary period of twelve (12) months.  Such employees are not subject to the collective bargaining agreement and may be laid off or discharged during this period for any reason. 
2. Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation. 
3. Any City employee may be required to stay at or return to work during emergencies to perform duties specific to this classification or to perform other duties as requested in an assigned response position. This may require working a non-traditional work schedule or working outside normal assigned duties during the incident and/or emergency.
4. Employees may be required to complete Incident Command System training as a condition of continuing employment.
5. New employees are required to submit to a fingerprint-based background investigation and a drug screen. The fee associated with the background check and drug test must be paid for by the employee prior to beginning employment. Employment is contingent upon passing the background and the drug screening.
