- Assists with development and implementation of the strategic direction for the department.
- Assists with leading the engagement and marketing of the department to potential funding sources and represents the department in local, regional, state, and federal discussions which determine future funding possibilities.
- Manage and participate in the direction of the development and implementation of goals, objectives, policies, procedures and programs for the assigned areas of responsibility.
- Assists with the definition of overall quality of the department's customer service goals by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
- Investigate, respond to and resolve complaints.
- Demonstrates courteous and cooperative behavior when interacting with elected officials, public, contractors, and staff; represents the department and the City before various advisory committees.
- Acts in a manner that promotes a harmonious and effective workplace environment; acts as liaison for the department with other departments and outside agencies in the absence of the Director.
- Communicates essential and important department information to the public and assist with external partnerships to improve senior’s quality of life and independence in the community.
- Acts as the designated Safety Officer for the Senior Center and assumes all related duties to train, enforce, monitor for safety and evaluates the safety manual.
- Assumes all duties of the Risk Manager for the non-profit.
- Within the assigned areas of responsibility, develops and recommends to the Director, and upon approval, implements policies, procedures and customer service and operational standards; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels.
- Assists with the development and administration of the department’s annual budget; directing the operating forecasts needed for staffing, equipment, materials and supplies; monitoring and approving expenditures; implement financial and accounting adjustments; directs the maintenance of accurate records and files.
- Fulfills the human resources role for non-profit by recommending the selection of staff; training staff and providing for their professional development; administering discipline as required; plans, organizes, administers, reviews and evaluates the activities and performance of staff; works with staff to establish work priorities and schedules; encourages and provides for staff training and professional development; interprets City policies and procedures for staff; works with City and non-profit employees to develop short and long term goals, monitor accomplishments, establish performance requirements and personal development targets and provide coaching for performance improvement and development.
- Plans, directs, coordinates and reviews work assignments for department staff and volunteers; assign work activities, projects and programs; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.
- Directs and conducts analytical studies; develops and reviews reports of findings, alternatives and recommendations.
- Coordinates the preparation of the department's capital, operational and supplemental budgets for both the City and non-profit.
- May oversee and direct specific operational staff and activities related to the functions of the department to which assigned.
- Uses standard office equipment, including a computer, in the course of the work.
- Maintains absolute confidentiality of work-related issues, records and City and non-profit information.
- At times may be required to work outside normal business hours and work extended hours to accomplish requirements of the position.
- Comply with all safety programs, rules, regulations, procedures, and instructions that are applicable to the position.
Education and Experience:
Bachelor’s degree in accounting, finance, or related field; AND four (4) years of professional level experience in a combination of accounting, budgetary and financial analysis and reporting; OR an equivalent combination of education, training and experience as determined by Human Resources.

SUPERVISION RECEIVED AND EXERCISED:
Under Direction - Incumbents at this level are responsible for unusual, technical, complex, highly sensitive, political, and far-reaching work-related issues and for policy recommendations to political oversight groups. They plan, organize, and determine work methods, implementation mechanisms, and operating procedures used to achieve goals and objectives set forth by general plans, broad policies, budgetary limitations, and legal and professional standards. The incumbents have responsibility for planning and organizing work, as well as considerable latitude interpreting and applying broad policies, rules, and regulations. Work performance is measured by results and a governing body usually provides supervision.

CONDITIONS OF EMPLOYMENT:
1. Unclassified employees are “At Will” and as such, may be terminated at any time for any reason, or no reason.
2. Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.

Any City employee may be required to stay at or return to work during emergencies to perform duties specific to this classification or to perform other duties as requested in an assigned response position. This may require working a non-traditional work schedule or working outside normal assigned duties during the incident and/or emergency.
4. Employees may be required to complete Incident Command System training as a condition of continuing employment.
5. New employees are required to pay for and submit to a fingerprint-based background investigation and a drug screen. Employment is contingent upon passing the background and the drug screen.
