Under general direction, participates in fuels management, fire prevention  and education, conducts pre-suppression activities to include fuels mitigation, equipment and facility maintenance and leads a hand crew or wildland engine company and is responsible for its safety on wildland and prescribed fire incident and fuels project work.

**This is an at-will grant funded position and as such employees are responsible for knowing and abiding by the rules of the grant.  This position will continue to be funded as long as the grant is renewed. **

SUPERVISORY RESPONSIBILITIES
The Crew Boss (CRWB) leads a hand crew. The Engine Boss(ENGB) leads an engine. The Crew Boss and Engine Boss are responsible for the crews safety on fuels management projects, wildland and prescribed fire incidents. 
 
  • Supervise assigned crew members and reports to a supervisor
  • Supervise, evaluate the performance of, discipline and provide direction to the Crew Members, Squad Boss/Engine Operators
  • Establish and communicate performance expectations to crews and supervisor
  • Ensure fuels management projects and or incident objectives and leader’s intent (task, purpose, end state) are met
  • Identify, analyze, and use relevant situational information to make informed decisions and take appropriate actions
  • Model leadership values and principles, provide positive influence, and emphasize teamwork

Fuels Crew Boss

  • Leads fuels mitigation activities to include construction and maintenance of fuel breaks, roads, and trails
  • Fireline construction to include shoveling, raking, pruning, chainsaw work and/or other related activities
  • Participates in regular training activities and fuels mitigation activities
    • Determine appropriate tactics, related to fuels treatment dependent upon prescription
    • Properly locate fire line or fuel break and determine appropriate construction methods necessary to stop fire spread.  Ensure completion to acceptable standards
    • Supervise water handling logistics and operations for crew
    • Supervise felling operations, including appropriate hazard tree mitigation.
    • Prepare control lines for burnout operations
    • Plan, direct, and supervise firing operations
    • Scout line in critical areas and patrol fire line for spot fires and slop overs.  Coordinate and communicate issues with fire line supervisor and adjoining resources
    • Supervise mop-up and suppression repair efforts on assigned portion of line
  • Ensure proper refurbishing and resupply of tools, vehicles, food, water, and supplies
  • Verify driver/operator qualifications and ensure adherence to vehicle safety procedures when transporting personnel, fuel, and equipment
  • Supervise assigned crew members and reports to a supervisor
  • Supervise, evaluate the performance of, discipline and provide direction to the Crew Members, Squad Boss/Engine Operators
  • Establish and communicate performance expectations to crews and supervisor
  • Ensure fuels management projects and or incident objectives and leader’s intent (task, purpose, end state) are met

Crew Boss Fireline Duties

The CRWB supervises assigned crewmembers and reports to a Strike Team Leader Crew (STCR), Task Force Leader (TFLD), Incident Commander (IC), or other assigned supervisor. The ENGB supervises assigned engine crewmembers and reports to a Strike Team Leader Engine (STEN), Task Force Leader (TFLD), Incident Commander (IC), or other assigned supervisor.

  • Coordinate travel to and from fire line/fuel mitigation projects 
  • Ensure adherence to vehicle safety procedures  
  • Identify ingress and egress routes        
  • Consider bridge and road limits, equipment weight and length, and weather effects
  • Provide status updates on conditions affecting operations, hazardous conditions, unresolved conflicts, air operations, etc., to supervisor
  • Equip crew with appropriate short and long-term logistical needs for assignment and utilize correct procedures to obtain additional supplies
  • Gather and/or disseminate information using maps, compass, Global Positioning System (GPS), and other tools and applications
  • Assign personnel to collect, document, and report weather observations
  • Provide situation update and accomplishments to supervisor and/or relief forces at end of shift
  • Provide timely updates of accurate information and recommendations using the chain of command to assist with the planning process
 
Wildland Urban Interface (WUI) Duties- Fuels Crew Boss and Engine Boss
 
  • Conduct WUI operations according to guidelines stated in IRPG, incident-specific objectives and guidelines, and agency or City specific guidelines
  • Conduct and document reviews of watersheds, homes and subdivisions for safety and operations during fire emergencies; assists in open space and trail maintenance; conducts inspections of  City Fire Department equipment; performs daily clean-up and maintenance of equipment, buildings and vehicles; checks inventory and supplies; meets with cooperators and discusses fire danger situations; and patrols areas and identifies potential hazards; and maintains equipment and prepares for fire suppression response
  • Instructs students, campground users, and public groups in fire prevention; posts, paints, installs and maintains danger and prevention signs; identifies and recommends corrective measures; and conducts safety inspections of facilities to reduce the incidence of fires
  • Assists law enforcement by observing people and/or vehicles and their activities in open space to detect and report violations; protects and controls fire scenes
  • Provides first aid and cardiovascular pulmonary resuscitation (CPR) for co-workers and public if confronted with an emergency and if properly certified
  • Operates, maintains, and performs minor field repairs and daily maintenance on fire suppression equipment such as, but not limited to, bull dozers, masticators, skid steers, chippers and fire engines and ensures the equipment is always operational
  • Participates in pre suppression activities, including participation in hazardous fuels reduction on public and private property, conducts and documents reviews of watersheds, homes and subdivisions for safety and operations during fire emergencies; assists in open space and trail maintenance, conducts inspections of  
City Fire Department equipment, performs daily clean-up and maintenance of equipment, buildings, and vehicles, checks inventory and supplies, meets with cooperators and discusses fire danger situations; and patrols areas and identifies potential hazards; and maintains equipment and prepares for fire suppression response

  • Effectively lead and perform engine operations techniques, including:
    • Tandem operations
    • Mobile attack
    • Pump and roll
    • Firing and holding operations
    • Stationary attack
    • Engine protection
    • Simple and progressive hose lays
  • Effectively use fire suppressant agents (e.g., water, foam, gel, blankets)
  • Maintain a supply of water and chemical agent for the fire, particularly on critical areas of the fire line
  • Locate water sources and check for volume and cleanliness for engine resupply
  • Develop contingency plans/alternatives in case of engine/equipment breakdown or failure
  • Ensure proper refurbishing and resupply of tools, vehicles, food, water, and supplies
  • Provides first aid and cardiovascular pulmonary resuscitation (CPR) for co-workers and public if confronted with an emergency and if properly certified

Education and Experience:
High school diploma or GED, satisfactory performance as Firefighter Type 1 and completion and certification of NWCG Crew Boss, Single Resource (CRWB) Position Task Book, PMS 311-13 and completion and certification of the NWCG Engine Boss, Single Resource (ENGB) Position Task Book, PMS 311-13.
 
REQUIRED CERTIFICATIONS, LICENSES, AND REGISTRATION:
 
All required licenses and certificates must be maintained in active status without suspension or revocation throughout employment.   The following licenses/certificates are required at the time of employment:
 
  • A valid driver’s license Class B (F) fire endorsement (J) trailer
  • ICS 200 ICS for Single Resources and Initial Action Incidents
  • ICS RT-130, Wildland Fire Safety Training Annual Refresher (WFSTAR)
  • NWCG S-230 Crew Boss (Single Resource)
  • NWCG S-231 Engine Boss (Single Resource)
  • NWCG S-290  (Intermediate Wildland Fire Behavior) 
  • First aid and CPR certificates
The following certificates are preferred at time of hire:
 
  • EMT-B (State of Nevada or National Registry) certificate
  • Intermediate Faller (FAL2) certificate
  • NWCG L-280 Followership to Leadership certificate
  • NWCG S-215 Fire Operations in Wildland/Urban Interface certificate

  • Participate in operational briefings as directed
  • Obtain and distribute IAPs, other relevant plans, maps, and local area information
  • Establish and communicate chain of command, reporting procedures, risk management processes, and radio frequency management
  • Establish a common operating picture with supervisors and subordinates

  • Establish and communicate objectives, priorities, work assignments, and performance expectations  
  • Identify, analyze, and use relevant situational information to make more informed decisions and take appropriate actions
  • Adjust actions based on changing information and evolving situation awareness, develop, and implement contingency plans, and communicate changing conditions to assigned resources and supervisor 
  • Ensure clear understanding of expectations and timely communication within and across ICS functional areas and chain of command, and ensure incident objectives and performance standards are met
  • Monitor performance provide immediate and regular feedback to assigned personnel
  • Follow established processes and chain of command for collecting, producing, and distributing information
  • Establish communications and exchange necessary briefings/information with the following:

  • Report changes in fire behavior or hazardous conditions to supervisors
  • Communicate effectively using multichannel radios, prepare and program radios for assignment, and use plain language and Incident Command System (ICS) terminology
  • Conduct and/or participate in After Action Reviews (AAR)
  • Operate within skill level and limitations
  • Develop and communicate contingency plans and trigger points
  • Provide input into the risk management process to ensure safety of operations.
  • Apply the Risk Management Process as stated in the IRPG:
    • Identify hazards
    • Assess hazards
    • Develop controls and make risk decisions

  • Submit accident/incident reports with pertinent forms (SAFECOM, SAFENET, agency-specific forms) through established chain of command
  • Ensure Lookouts, Communications, Escape Routes, and Safety Zones (LCES) are established and known to all firefighters before they are needed, refer to guidelines stated in IRPG Plan for medical emergencies, ensure that assigned resources are prepared to execute the Medical Plan (ICS 206 WF), and ensure familiarity with medical responders, communication procedures, and transportation plan
  • Manage a medical emergency based on procedures stated in the IAP, the IRPG, Medical Incident Report, and other relevant guidelines
  • Complete all administrative tasks and documentation in an accurate and timely manner 
  • Apply the Standard Firefighting Orders and Watch Out Situations to the assignment, as stated in the IRPG
  • Use Look Up, Down and Around in the IRPG to help maintain situational awareness and adjust actions, accordingly, develop and communicate contingency plans and trigger points 
  • Utilize Safety Officers to assist with risk management process and provide input into safety operations
  • Plan for medical emergencies, ensure that assigned resources are prepared to execute the Medical Plan (ICS 206 WF), ensure familiarity with medical responders, communication procedures, and transportation plan, and manage the medical emergency based on procedures stated in the IAP, the IRPG Medical Incident Report, or other relevant guidelines  
  • Identify health and safety hazards from smoke and mitigate exposure as necessary (Smoke: Know the Risks module)
  • Ensure compliance with all safety practices and procedures for assigned personnel
  • Monitor for signs and symptoms of fatigue, illness, or injury and mitigate appropriately
  • Account for location, health, safety, and welfare of assigned personnel
  • Submit accident/incident reports with pertinent forms (SAFECOM, SAFENET, agency specific forms) through established chain of command

  • Complete demobilization checkout process before being released from the incident, and upon demobilization, report status to home unit including reassignment or estimated time of arrival to home unit

SUPERVISION RECEIVED AND EXERCISED:
 
Under Direction – Assignments and objectives are presented to incumbents at this level and established work processes are to be followed. Incumbents have some flexibility in the selection of work methods, the timing of work processes, and the methods of completing tasks. Supervision is periodic and is usually initiated by employee and/or when important problems, significant changes from past procedures, and policy implications are involved. 
 
PHYSICAL DEMANDS & WORKING ENVIRONMENT:

Physical Fitness Level: Arduous
 
Duties involve fieldwork requiring physical performance calling for above-average endurance and superior conditioning.  These duties may include an occasional demand for extraordinary strenuous activities in emergencies under adverse environmental conditions and over extended periods of time.  Requirements include running, walking, climbing, jumping, twisting, bending, and lifting more than 50 pounds; the pace of work typically is set by the emergency.
 
The employee is regularly required to stand, walk, run, sit and drive; use hands to finger, handle, or feel; reach with hands and arms; talk and hear. The employee is   required to climb, balance and stoop, kneel, crouch, or crawl, walk on uneven and steep terrain. Specific vision abilities required for this position include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. 

 The employee is regularly exposed to outside weather conditions; frequent exposure to wet and/or humid conditions, moving mechanical parts, high and precarious places, fumes, or airborne particles, and toxic or caustic chemicals. The employee is occasionally exposed to extreme cold, extreme heat, risk of electrical shock, and vibration. The noise level in the work environment is usually loud.  The employee is exposed to dangerous conditions arising out of direct contact with out-of-control fires.
 
Employees are required to pass a physical ability test prior to appointment to the position.  The physical ability test will consist of the pack test at the arduous level.
  1. All new employees will serve a probationary period of twelve (12) months.        Such employees are not subject to the administrative order and may be laid off or discharged during this period for any reason, or no reason.
  2. Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
  3. This position works variable work hours and an intermittent schedule.  This position may require working evenings and/or weekends, overtime work, and may also require working 12-hour shifts for up to two weeks at a time.
  4. This is a grant funded position and as such employees are responsible for knowing and abiding by the rules of the grant.        This position will continue to be funded as long as the grant is renewed.
  5. City employees are required to stay at or return to work during emergencies to perform duties specific to this position or to perform other duties as requested in an assigned response position. This may require working a non-traditional work schedule or working outside normal assigned duties during the incident and/or emergency.
  6. New employees are required to submit to a fingerprint- based background investigation and a drug screen.  Employment is contingent upon passing the background and the drug screen.
  7.
