Position Overview : The Director and Counsel will be responsible for providing legal counsel and policy support on a range of legislative, policy and regulatory projects related to the consumer packaged goods industry and for ensuring the organization is in compliance with political law, lobbying disclosure rules, and political action committee requirements. Reporting to the Vice President and Deputy General Counsel, the Director and Counsel will serve as a critical accountability partner and advisor to the government affairs team, political action committee, and regulatory affairs initiatives.

Key Areas of Responsibility :

Issues Management

  • Partner with the public affairs team to support advocacy efforts.
  • Review stakeholder comments, talking points and presentations on assigned issues.
  • Track and advise on priority legal issues for various regulatory agencies including FDA, USDA, FTC, and EPA.
  • Research and analyze legislative and regulatory proposals and guidance.
  • Identify potential legal compliance implications or legal issue outcomes for emerging issues and measures.

PAC and FEC Compliance

  • Advise stakeholders on PAC compliance
  • Prepare and file PAC reports
  • Support the development of communications for PAC contributors, board members and relevant stakeholders regarding PAC activities and progress.
  • Ensure compliance with campaign finance laws and disclosure requirements.
  • Ensure all lobbying time and PAC related filings are submitted accurately and on time (monthly / quarterly filings with the U.S. Senate) and for the state level.
  • Lobbying Compliance

  • Ensure internal teams understand and comply with timekeeping and disclosure requirements through dual partnership of the finance and public affairs team
  • Prepare and file federal, state and local lobbying registrations and reports
  • Deliver compliance trainings on lobbying and advocacy
  • Maintain record keeping
  • General Counseling

  • Assist in the development and review of legal documents; consultant; vendor and event contracts, RFP, to ensure favorable positioning of the organization.
  • Assist on governance matters including support of drafting and editing of meeting minutes and support for Board meetings.
  • Review corporate correspondence and testimony to ensure compliance with relevant statutes, organizational alignment, and best practices.
  • Other duties as assigned

    Experience & Education :

  • Juris Doctorate degree from an accredited law school required.
  • 5 years post bar admission of combined relevant work experience required.
  • Bar admission required; Bar admission (or eligibility to be admitted) to the state of Virginia preferred.
  • Educational background in public health, biochemistry, microbiology or chemistry is desirable.
  • Demonstrated experience with PAC and / or lobbying law compliance required.
  • Skills :

  • Excellent written communication and proofreading skills.
  • Exceptional interpersonal skills, including relationship-building.
  • Excellent analytical and decision-making skills.
  • Highly collaborative and able to work and thrive in a cross-functional team environment.
  • Experience working with organization leadership and “managing up” to keep timelines on track.
  • Receptive to feedback and direction and in search of constant self-improvement.
  • Quick study, excited to learn the many complexities and nuances of the CPG industry.
  • Strong drive for results and enthusiasm for accomplishing challenging goals.
  • Advanced proficiency in Office 365 Outlook, Word, Excel, and PowerPoint.
