About Contra Costa - Probation Department :

The Office of Reentry & Justice (ORJ), an administrative unit within the Probation Department, aligns and advances the County's public safety realignment, reentry, and justice programs for adult and juvenile justice systems. ORJ oversees the implementation of AB 109 Community Programs, conducts research and data analysis to support data-driven decision-making, and provides staffing support to reentry and justice-related advisory bodies.

The Office of Reentry & Justice at the Probation Department is currently recruiting to fill (1) one Program and Projects Coordinator vacancy.

Under the direction of the Program Manager, this position will monitor the performance of contracted reentry service providers, assess service delivery for quality assurance, and apply evidence-based practices. The role also involves managing projects across their lifecycle and coordinating with internal and external stakeholders.

The scope and responsibilities of the ORJ include :

  • Overseeing reentry, public safety realignment, and justice-related services, including contract administration and performance monitoring.
  • Facilitating policy development, operational practices, and capacity-building initiatives.
  • Conducting research and analysis of evidence-based practices to inform reentry and public safety efforts.
  • Managing data, evaluation, and procurement processes for community-based programs and services.
  • Fostering partnerships, community engagement, and public outreach to enhance service delivery.

The Children & Family Services Bureau is dedicated to ensuring the safety and well-being of youth who are at risk of abuse and neglect. We collaborate with families and communities to build a sustainable support system that helps them thrive. Our services include Emergency Response, Family Reunification, Foster Care, Independent Living Skills, and Adoption.

  • Assisting in the development and updates of administrative policies, protocols, and procedures impacting service providers or collaborative partnerships.

    The eligible list established from this recruitment may remain in effect for six (6) months.

    Minimum Qualifications

    License Required : Possession of a valid California Motor Vehicle Operator's License may be required based on assignment. If applicable, out of State valid Motor Vehicle Operator's License will be accepted during the application process.

    Education : Possession of a Bachelor's degree from an accredited college or university with a major closely aligned to the program area or assignment.

    Experience : Five (5) years of full-time (or its equivalent) experience in program or project management with operational responsibility for timeline, budget and scope; which must have included one (1) year of lead or supervisory experience.

    Substitution for Education : Additional qualifying experience may be substituted for the required education on a year-for-year basis up to a maximum of two (2) years. No substitution may be allowed for the required lead or supervisory experience.

  • Complex state, federal, and county funding streams, grants and program administration

    Selection Process

  • Application Filing and Evaluation : Applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.
  • Test Type : Candidates that successfully pass the application evaluation will be invited to participate in a Virtual Oral Assessment. The Virtual Oral Assessment is designed to measure candidates' competencies as they relate to the Program and Projects Coordinator classification. Candidates must achieve an average passing score of 70% or higher on each of the competencies assessed, as well as an overall passing score of 70% of higher. These may include, but are not limited to : Delivering Results, Using Technology, Action & Results Focused (Taking Initiative), Attention to Detail, Project Management, Oral Communication, and Critical Thinking. (Weighted 100%). The Virtual Oral Assessment is tentatively scheduled to take place : March 2025.
  • The assessment will be administered remotely using a computer. You will need access to a reliable internet connection to take the assessment.

  • Departmental Hiring Interview : Tentatively scheduled for March-April 2025
