Transportation Manager Job Description – Transportation Services Contract
Position: Transportation Manager (TM)
Location: Bethesda, MD & Fort Belvoir, VA
Reports To: Program Manager
Overview: The Transportation Manager is a key personnel position responsible for the overall management, oversight, and execution of transportation services for on-base military personnel. The TM ensures full contract compliance, personnel management, operational performance, and direct liaison with the Government to maintain seamless service delivery.
The TM must be available to report in person within two (2) hours if requested by the COR at either the Brigade HQ in Bethesda or the Battalion HQ in Fort Belvoir.
Key Responsibilities:
Contract & Program Oversight
- Serve as the primary point of contact for all contract performance matters.
- Ensure adherence to the Performance Work Statement (PWS) and all compliance mandates.
- Supervise and direct all personnel, including drivers, administrative staff, and alternate TM.
- Oversee the execution of four plus shuttle routes Executive/Special Events ensuring uninterrupted operations.
- Provide operational solutions to any service disruptions, staffing shortages, or compliance issues.
Government & Stakeholder Engagement
- Act as the Government’s primary contractor liaison, coordinating with the COR, KO, and military stakeholders.
- Attend weekly meetings with COR as required.
- Submit monthly status reports detailing performance metrics, operational challenges, and corrective action plans.
Personnel & Workforce Management
- Ensure all personnel meet DOT Hours of Service (HOS) compliance, certifications and licensing requirements.
- Oversee hiring, training, and certification compliance for all drivers, alternate TM, and support personnel.
- Ensure that personnel are trained in ADA passenger assistance requirements and can operate wheelchair-accessible vehicles.
- Maintain workforce scheduling to align with eight (8) hour shift requirements and compliance standards.
Operational & Risk Management
- Monitor and enforce fleet safety, accident prevention, and DOT-compliant vehicle operations.
- Ensure compliance with Army safety, security, and background check requirements for all personnel.
- Develop contingency plans for service interruptions, special event requests, and emergent operational needs.
Financial & Administrative Oversight
- Ensure compliance with budget constraints, labor rate structures, and contract invoicing requirements.
- Manage Contractor Manpower Reporting (eCMRA) compliance as required by the Army.
- Submit all required documentation, certifications, and administrative reports in accordance with the contract.
Qualifications & Requirements:
- Minimum 8 years of experience in transportation program management, Government contracting, or related field.
- Proven experience managing DOT-regulated transportation operations, compliance, and fleet logistics.
- Knowledge of Army transportation regulations, and federal contract oversight.
- Ability to communicate effectively and manage multiple priorities in a fast-paced operational environment.
The TM role is mission-critical to the successful execution of this transportation contract. The TM is responsible for ensuring compliance, managing workforce performance, maintaining service continuity, and directly engaging with Government stakeholders.
