About the Job
CMENT is seeking a Project Manager role to support our U.S. Department of Defense with project management and administrative tasks. The position requirements for each role are detailed below:
Education
- Bachelor’s degree (preferred)
Minimum Required Qualifications
- Five (5) - Eight (8) years of professional experience in support of a federal client
- Proficient in Microsoft Products (i.e. SharePoint, Word, Excel, Project, and Power Point) as well as Adobe Acrobat
- Ability to build status trackers using Microsoft List
- Experience with travel management / travel booking
- Experience in project management and administrative roles that required people management
Preferred Qualifications
- Grants Management experience is highly preferred, as this role oversees a team of grants professionals.
- DoD experience is preferred.
Duties
Oversight
- Provide dedicated on-site support to serve as the primary point of contact for all matters concerning the oversight of contractor personnel supporting this contract
- Oversee the day-to-day operations and performance of contractor personnel while contributing to the overall success and compliance of the contractor workforce.
- Serve as the liaison between the government and contractor personnel.
- Serve as the lead for the contractor personnel supporting this contract.
- Maintain familiarity with the requirements of the contract and assist in determining contractor compliance with the terms and conditions of the contract
- Lead reporting
Personnel Management
- Monitor Team attendance: Track daily attendance and ensure contractors adhere to the approved work schedule and ensure timesheets are submitted at the end of each pay period.
- Ensure contractor attendance is annotated on the Time and Attendance calendar.
- Assist in the management of situational telework requests.
- Onboarding and Offboarding: Oversee in/out processing procedures to ensure timely completion of tasks as
- outlined by the Agency.
- Conflict Resolution: Address disputes or issues among contractors promptly and escalate when necessary to the
- COR and/or Contractor.
- Performance Oversight: Oversee performance based on contract requirements and provide feedback to the COR.
- Enforce Standards: Ensure contractors comply with workplace policies, safety standards, and security protocols.
- Maintain working knowledge of ethical principles regarding contractors within the DoD Workforce Task
Task Management
- Quality Assurance: Monitor the progress of assigned tasks to ensure contractors meet deadlines and quality
- standards.
- Work Allocations: Coordinate with the Agency to assign work to contractors based on priorities, areas of
- responsibility, and skill set.
- Resource Management: Ensure contractors have the tools, equipment, and information they need to perform their
- duties.
Communication and Reporting
- Liaise with Agency: Serve as the primary point of contact between Government staff and the contractor workforce.
- Provide regular reports on contractor activities, performance metrics, and project milestones.
- Represent the contractor workforce in regular recurring meetings to communicate updates on workload
- requirements, contractor activities, and project milestones.
- Assist to ensure periodic status reports are quantifiable and qualitative.
- Policy Communications: Provide guidance to ensure contractors understand and adhere to updated office policies, directives, and procedures, as they pertain to them.
- Take the lead on monthly reporting, ensuring that the team is successfully providing qualitative inputs of work performed for the month prior and submitting to Government POC by the due date.
- Take the lead in ensuring that travel estimates are submitted timely
- Take the lead in ensuring that cost reports and post-trip reports are submitted
Compliance Oversight
- Track mandatory training completion and certifications for all contractors.
- Assist to ensure compliance with training requirements are completed in a timely manner
- Ensure contractor workload assignments remain within scope of the contract and report any non-compliance tasks
- to the Contractor and COR immediately.
Administrative Duties
- Issue Resolution: Address logistical or administrative issues impacting contractor performance, such as access to
- systems or facilities, and or work schedule conflicts.
- Ensure workload assignments remain within the scope of the contract and are tasked appropriately.
Continuous Improvement
- Identify Gaps: Proactively identify inefficiencies or gaps in contractor performance and propose solutions.
- Feedback Loop: Gather feedback from contractors to improve operations and contract performance.
- Remain cognizant of deadlines and task statuses ensuring quality products are submitted in a timely manner in accordance with the Agency’s operational procedures.
Travel
- Develop travel cost estimate based on requests for travel received by the Contracting Officer Representative.
- Ensure all travel reservations are made in accordance with ethical and cost standards to ensure proper use of federal funds, such as ensuring lodging and per diem rates remain within GSA thresholds, and air transportation remains economical and at the lowest price available.
- Submit travel cost estimates and agendas to the COR for review and approval.
- Ensure travel agendas correspond with the scope of work of the contract while ensuring continuity of operations and requirements.
- Ensure post trip reports are reflective of contractor activities while on travel.
- Ensure qualitative post trip reports are submitted in final form to the Contracting Officer Representative.
Security Clearance Requirements (for all roles): Contractor personnel that require access to Department of Defense information systems and work on-site requires an open investigation or favorable adjudicated Public Trust.
