Position Summary:
The Director of Outpatient Pharmacy Services (DOPS) will provide direction and leadership to pharmacists, pharmacy technicians, and clinic staff providing care to our ambulatory pharmacy locations, clinic-based departments, Free-Standing Emergency Departments, and Non-Dispensing Drug Outlet holding locations. The DOPS will collaborate with the pharmacy administration team to ensure safe, timely, efficient, and patient-centered pharmacy care. Most of the time spent will be dedicated to 340B, DHEC, and Board of Pharmacy compliance. Compliance elements include oversight of medication storage, handling and delivery in the ambulatory care setting as well as working with internal and external partners to ensure the sustainability of the 340B drug pricing program participation. The DOPS will develop and maintain patient care and operational policies and procedures in addition to serving as the liaison to coordinate compliance and regulatory issues for the areas of responsibility. This may include, but is not limited to, oversight of technical systems, information / data management, contract compliance, implementation of monitoring of performance improvement initiatives, coordination and collaboration related to expansion of pharmacy services, etc. The DOPS will assist in the development and execution of the departmental strategic plan relating to the provision of care in the assigned areas.
Qualifications:
Education/ Experience
- Bachelor’s degree of Pharmacy from an accredited college of pharmacy required.
- Doctor of Pharmacy degree preferred.
- Master of Business Administration (MBA) or Master of Healthcare Administration (MHA) preferred.
Licensure/Certification/Registration:
- Licensed Pharmacist by the State of South Carolina Board of Pharmacy in good standing required.
- 340B Apexus Certified Expert (ACE) required.
- PGY-1 residency in ambulatory pharmacy preferred.
Duties & Responsibilities:
- The DOPS will perform duties that are in accordance with the South Carolina Pharmacy Practice Act.
- Upholds the quality assurance of hospital-wide policies and procedures, DNV regulations, the Board of Pharmacy, and CMS among other outside quality initiatives.
- Assists pharmacy leadership in achieving department-related goals, constructing policies and procedures promoting patient safety and maintaining confidentiality, and contributing to positive patient outcomes.
- Maintains an adequate and cost-effective medication inventory.
- Supervises the pharmacy 340B technician including reoccurring audits and claim review, contract pharmacy oversight, monthly office inspections and maintaining an appropriate medication inventory.
- Must be willing to work with financial counselors to obtain free medication through patient assistance programs.
- Coordinate and participate in quarterly and annual audits related to the 340B drug pricing program.
- Develop and execute action plans based on audit findings.
- Serve as the primary contact, compliance expert, coordinator, and liaison for all 340B-related matters
- Ensure 340B drug pricing program compliance and integrity
- Lead 340B Oversight Committee and quarterly meetings
- Audit compliance with 340B program requirements of qualified patients, drugs, providers, vendors, payers, and locations
- Refine 340B cost savings report detailing purchasing and replacement practices, as well as dispensing patterns
- Oversee purchasing, receiving, and inventory processes of ambulatory service lines, FSEDs, and 340B-eligible locations
- Develop and maintain formularies for offices/clinics, FSEDs, and Cancer Center Infusion Center
- Provides ongoing training, education, and communication of 340B program for the organization
- Monitors 340B guidance and/or rule changes including but not limited to HRSA, OPAIS, Medicaid and Medicare
- Responsible for OPAIS recertification and accuracy of all CE parent and child site information
- Responsible for the day-to-day management, compliance review, and operations of clinic-administered medications in eligible locations, mixed-use areas managed by split-billing software, outpatient prescriptions fulfilled by contract pharmacies.
- Review and maintain current and new 340B contracts.
- Assess opportunities for cost savings and 340B program optimization.
- Responsible for drug control regulatory compliance for licensing and operation of non-dispensing drug outlet permits
- Act as Consultant Pharmacist and information resource for assigned NDDO permitted locations.
- Represents ambulatory pharmacy operations on hospital and enterprise committees.
- Perform duties of the VFC Back-Up Coordinator including, but not limited to, oversight of inpatient and ambulatory office vaccine management and handling.
- Responsible for planning and execution of the VFC Emergency Management Plan for ambulatory sites.
- Demonstrates knowledge of on-going unit specific performance improvement activities.

- Ability to effectively communicate and work alongside nursing colleagues, physicians, nurse practitioners, pharmacy technicians, financial counselors, and department heads. Strong verbal and written communication skills required. Good listening skills and active participation in interprofessional meetings required.
- Must be willing to supervise pharmacists, pharmacy technicians, and pharmacy analysts. Must be able to exercise independent judgement, work consistently and soundly under direct or minimal supervision, and handle stress appropriately.
- Ability to work on multiple tasks and projects simultaneously required. Must be able to prioritize tasks appropriately, use time management skills effectively, and have problem-solving and critical thinking skills.
- Must be able to adapt calmly and quickly to changes in workflow, fluctuations in patient census, and accommodate frequent interruptions and urgent requests.
- In-depth knowledge of South Carolina Pharmacy Regulations required. Ability to consider and collaborate with providers and office managers regarding cost-efficient and regulation compliant care delivery. Proficiency in performing and analyzing literature searches surrounding drug storage, regulation compliance, quality care centered questions and the ability to effectively provide answers that meet the needs of the audience required.
- Ability to interpret and analyze detailed financial and budget reports preferred.
- Knowledge of 340B compliance and 340B related software programs and portals.
