Overview

Cook County Offices of the President is seeking a Policy Analyst. This position supports policy research, assists with data collection and analysis, responds to requests for population data, and contributes to the development and implementation of strategic plans to improve work methods and procedures.

LOCATION

Located in the Loop District of downtown Chicago, one of the most formidable business districts in the world, the area has an astounding number of cultural foundations, stunning parks such as Millennial Park and Maggie Daley Park, steps away from the Chicago Riverwalk, award-winning restaurants, and plenty of shopping! In addition, Chicago is serviced by multiple bus and train lines for public transportation from the suburbs to the city, taxis are plentiful, public parking garages for motorists, and bicycle share rentals and local bike lanes for bicyclists.

General Overview

Under the direction of the Director of Policy, assists in policy research and contributes to memorandums and recommendations relevant to local government and community stakeholders. Assists with data collection, policy analysis, and policy presentations. Responds to requests from policy lead, community agencies, and the public for subject matter population data and reports. Develops policy and provides recommendations concerning inefficient procedures to develop more effective work methods. Assists with the development and implementation of strategic plans while providing administrative support to the department.

Key Responsibilities And Duties

  • Assists in the development and implementation of policy strategic planning.
  • Researches and develops policies and programs to support Cook County priorities.
  • Manages special projects that support county-wide priorities.
  • Working with county departments to align work plan items for organizational efficiency.
  • Reporting on the status of county-wide priorities and goals
  • Tracks and reports data/input from staff and stakeholders regarding recommendations for policy research, including presenting recommendations that may be presented for amendments or repealed.

Knowledge, Skills And Abilities

  • Knowledge of County offices and applicable business administration with the ability to make policy recommendations.
  • Ability to develop, coordinate and implement programmatic changes.
  • Experience presenting policy options and research to large or high-level audiences.
  • The ability to work with a variety of people, including policymakers and governmental officials.
  • Excellent critical thinking, analytical, writing, and communication skills.
  • Ability to develop, coordinate and implement programmatic changes.
  • Excellent communication skills coupled with ability to clearly articulate through written document. Excellent organizational skills.
  • The ability to plan, organize, coordinate, multitask and prioritize under pressure with minimal supervision.

Minimum Qualifications

  • Graduation from an accredited college or university with a Bachelor’s degree, PLUS a minimum of one (1) year of experience in policy making, analysis or policy data collection OR, an equivalent combination of professional work experience, training and education.

Preferred Qualifications

  • Bachelor’s degree in Political Science, Public Policy or social justice related industry. Experience developing working relationships with public officials, agency employees, community organizations and the public.

RESIDENCY REQUIREMENT: Pursuant to the Shakman Consent Decree, Supplemental Relief Order and the Cook County Personnel Rules, this position is exempt from the County’s career service rules, is at-will and political reasons or factors may be considered when taking any employment action. As an employee in a Shakman Exempt Position, if you do not currently live in Cook County, you will have six (6) months from date of hire to establish actual residency within Cook County.

Physical Requirements

Sedentary Work
