The final salary and offer components are subject to additional approvals based on Cook County Health (CCH) policy. Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at CCH. JOB SUMMARY NON-UNION
Cook County Health (CCH) is seeking a dedicated and passionate Manager of Organizational Development & Performance who is committed to increasing competency and capability levels within CCH through the establishment of programs that enhance employee engagement, increase organizational morale, enrich team interactions, and foster a community focused on improved performance. This individual will work closely with leadership teams to ensure that performance management, organizational development, and team dynamics are aligned with CCH's objectives resulting in increased employee engagement, satisfaction, and organizational success. The Manager of Organizational Development & Performance will be responsible for working with the Chief Experience Officer or designee in developing and overseeing employee engagement and service recognition awards. In addition, this role will be responsible for the oversight of the performance management program of Cook County Health, managing the performance cycle, goal calibration, and training of leaders and individual contributors as it relates to their respective roles in the process. Responsibilities also extend to consulting on, and facilitation of, team development driving continuous improvement across teams and departments.
TYPICAL DUTIES
Organizational Development and Performance Strategy
- Establishes project plans, manage project timelines, resources, and budgets associated with performance management, employee engagement, and Organizational Development initiatives
- Coordinates and manages external relationships, i.e., vendors, Bureau of Technology, Bureau of Human Resources, etc.
- Analyzes organizational structure, culture, performance, processes, talent management, and leadership development to identify areas for improvement and recommend strategies for change
Conflict Mediation
- Facilitates conflict de-escalation, conflict mediation, and team building sessions for resolving workplace conflicts, including interpersonal disputes, team issues, and departmental conflicts
- Provides coaching and guidance to leaders on conflict resolution techniques and best practices
Team Interventions
- Designs and implements team building programs and interventions that address team dynamics, communication, and collaboration challenges
- Conducts assessments (surveys, interviews, focus groups) to identify team dysfunctions or performance gaps and design tailored interventions to improve team effectiveness
- Leads group sessions or workshops to improve team cohesion, trust, and productivity
Performance Management Support
- Collaborates with CCH Leadership to assess performance gaps between current workforce skills and capabilities and individual outputs to identify trends develop plans to drive towards needed behaviors and actions, including accountability
- Assists CCH Leadership with performance management goals and assessments, as part of the performance management team
- Generates and communicates reports associated with performance management on the organizational, Affiliate, and departmental levels
- Identifies learning and development needs to design and implement training programs that support both individual and team performance
- Provides guidance on setting performance objectives, conducting performance reviews, and managing performance-related issues
Change Management
- Develops and facilitates training sessions throughout CCH to align development programs with CCH objectives and organizational needs
- Supports organizational change initiatives by providing guidance on managing transitions and helping leaders and teams navigate through change
- Assesses the impact of organizational changes and recommend solutions to mitigate any negative effects on performance, engagement, and morale
Employee Engagement and Culture Building
- Co-chairs the CCH Employee Engagement Committee; serve as a resource to the department and unit specific engagement committees
- Collaborates with the Patient and Employee Experience office and the Quality team on the Employee Engagement Survey and implementation of all initiatives related to survey data
- Actively supports diversity, equity, and inclusion efforts within the organization to build a culture of respect and collaboration
- Develops and facilitates training sessions throughout CCH to align development programs with CCH objectives and organizational needs
Leadership Coaching and Development
- Provides one-on-one coaching and training sessions for managers and leaders to develop their leadership skills, enhance their emotional intelligence, and improve team performance
- Supports the development of leadership competencies aligned with organizational needs, including the CCH leadership competencies
Continuous Improvement
- Provides analysis of employment data and other organizational assessments, such as performance metrics and OD initiative effectiveness measures, and make recommendations
- Consults with CCH Leadership to help them interpret and understand the data and how the data can serve as a resource
- Remains current with the latest trends and best practices in organizational development, conflict management, and performance improvement
- Perform other duties as assigned.
GENERAL ADMINISTRATIVE RESPONSIBILITES
Collective Bargaining
- Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals
- Participate in collective bargaining negotiations, caucus discussions and working meetings
Discipline
- Document, recommend and effectuate discipline at all levels
- Work closely with labor relations and/or labor counsel to effectuate and enforce applicable Collective Bargaining Agreements
- Initiate, authorize, and complete disciplinary action pursuant to CCH system rules, policies, procedures, and provision of applicable collective bargaining agreements
Supervision
- Direct and effectuate CCH management policies and practices
- Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements
Management
- Contribute to the management of CCH staff and CCH' systemic development and success
- Discuss and develop CCH system policy and procedure
- Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary; hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements
- Work with Labor Relations to discern past practice when necessary
This position is exempt from Career Service under the CCH Personnel Rules.
MINIMUM QUALIFICATIONS
- Bachelor's degree or higher from an accredited college or university, is required (official transcripts needed at time of interview)
- Five (5) years of experience in each of the following areas:
o consulting with all levels of management is required
o facilitating training is required
o performance management is required
- Three (3) years of experience in each of the following areas:
o coaching is required
o facilitating teambuilding is required
- Experience with conflict resolution and/or mediation, is required
- Strong written communication skills (Will be required to provide writing samples at the time of interview),is required
- Proficiency using Microsoft Office (Excel, PowerPoint, Outlook, Word, Forms),is required
- Must be able to travel to locations within Cook County Health, is required
PREFERRED QUALIFICATIONS
- Master's degree in Adult Learning, Industrial & Organizational Psychology, or HR Development field from an accredited college or university, is preferred
- One (1) years' experience in the following areas:
o succession planning, is preferred
o change management, is preferred
o project management, is preferred
- Certification in coaching, conflict resolution or mediation, or organizational development is preferred

PHYSICAL AND ENVIRONMENT DEMANDS
This position is functioning within a healthcare environment. The incumbent is responsible for adherence to all hospital and department specific safety requirements. This includes but is not limited to the following policies and procedures: complying with Personal Protective Equipment requirements, hand washing and sanitizing practices, complying with department specific engineering and work practice controls and any other work area safety precautions as specified by hospital wide policy and departmental procedures.
