Job Summary
The Program Manager of Health Plan Services is responsible for the successful delivery of programs that support the wellbeing and health of membership and efficient operations with the Health Plan. This includes working with the Project Management and Operational Excellence department, Clinical Services, Project Management Office and other business leads, partners, and vendors to oversee programs and facilitate and foster effective communication between vendors, Cook County Health (CCH) and Health Plan Services.
Typical Duties
- Develops and implements new programs that aligns with CountyCare's strategic goals and mission
- Manages established programs to ensure the program is meeting key performance metrics.
- Oversees Program Coordinators' day-to-day activities
- Implements medical cost action plan within programs based on the leadership approved strategic goals. Serves as the key liaison between vendors, the health plan and CCH to develop a communication plan and materials to promote programs to members and providers
- Serves as the escalation point for program concerns and questions from various business leads and works with internal cross functional staff to resolve issues and create risk mitigation plans
- Drives program-level reporting and auditing. Develops accurate and timely monitoring and auditing tools, monitors program results and trends
- Analyze and interpret data in order to drive growth, retention, and engagement of membership of various programs by population and product (Medicaid, Medicare etc.)
- Analyzes and inventories program risks and presents to leadership when necessary
- Prepares reports to present to senior leadership and partners for oversight and data driven adjustments to the programs. Leverages results to increase program visibility and proactively optimizer performance
- Develops quarterly reviews with strategic partners to analyze performance, cost benefit and new opportunities
- Implements and manages changes and interventions to ensure program goals are achieved.
- Ensures appropriate communication of program changes to identify and implement process improvements as necessary
- Engages internal and external partners to effectively coordinate and streamline information flow, service delivery and performance improvement initiatives; maintains key contact lists for programs
- Creates and manages policies and documents program management activities
- Ensures follow-up on assigned tasks, tracks, and ensures timely submission of key program documents/reports.
- Prioritizes tasks in accordance with urgency and complexity, tightly manage time for those involved in programs and pivot focus as needed Performs other duties as assigned
Minimum Qualifications
- Bachelor's degree from an accredited college or university is req uired (must provide official transcripts at time of interview)
- Three (3) years of program management, program coordination, or project implementation experience is required
- Two (2) years of experience working in a hospital, other healthcare, Managed Care Organization (Medicaid or Medicare) or academic health program is required
- Intermediate proficiency with Microsoft Outlook, Word, Excel, and PowerPoint. is required (MS Office testing will be administered; 70% minimum proficiency rate is required )
- Strong experience and proficiency using SharePoint is required
- Proficient experience with data collection, qualitative and quantitative analysis, or reporting is required
Preferred Qualifications
- Master's degree from an accredited college or university is preferred
- Two (2) years of experience supervising staff is preferred
- Two (2) years of experience in Managed Care Organization is preferred
- Project Management Certification from PMI institute is preferred
- Experience working in Medicaid or Medicare managed care organization is preferred
- Proficient in Microsoft Visio is preferred
