Job Summary
The Chief Medical Officer (CMO) is responsible for leading the development of Cook County Health’s (CCH) clinical quality agenda, setting patient-centered standards of care, measuring and improving clinical outcomes, and disseminating best practices. The CMO will provide strategic direction to support the ongoing transformation of CCH as a market leader in the achievement of clinical, cost, and service outcomes for challenging populations and communities.
General Administrative Responsibilities
Collective Bargaining
- Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals.
- Participate in collective bargaining negotiations, caucus discussions, and working meetings.
Discipline
Document, recommend, and effectuate discipline at all levels.Work closely with labor relations and / or labor counsel to effectuate and enforce applicable Collective Bargaining Agreements.Supervision
Direct and effectuate CCH management policies and practices.Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements.Management
Contribute to the management of CCH staff and systemic development and success.Discuss and develop CCH system policy and procedure.Typical Duties
Provides leadership and guidance to support the strategic alignment of provider services and standard of care for CCH.Assures the clinical environment in which provider practice is supportive of CCH’s mission.Works collaboratively with leaders of the medical staff of CCH hospitals.Defines and aligns provider networks throughout CCH in support of CCH’s strategic plan.Facilitates appropriate provider participation to ensure provider perspective and buy-in to networking and new business development activity.Leads the development of consistent credentialing standards and processes across CCH.Facilitates the analysis of quality performance management and prioritization improvement opportunities.Creates a provider leadership plan to identify, develop and mentor future provider leaders across CCH.Develops and implements provider communication strategies that inform, link and bond CCH providers among themselves and with CCH.Coordinates with CCH leadership the development of correction action plans for regulatory agencies in the event of adverse findings.Serves as the primary medical liaison between CCH, the entity medical staffs, and the CCH Board of Directors.Provides guidance and support to CCH medical directors and senior leadership in the development of budgets.Supports the Quality & Patient Safety Committee of the CCH Board.Develops and continuously updates an overall transformation strategy and set of key tactics for remediating gaps.Represents operational interests on assigned internal / external committees, task forces, commissions, and agencies.May maintain an active clinical load of no more than 20% (if applicable).Performs other duties as assigned.Reporting Relationship
Reports to the Chief Executive Officer.
Minimum Qualifications
Doctor of Medicine (MD) or Doctor of Osteopathy Medicine (DO) from an accredited college or university.Licensed as a Physician and Surgeon in the State of Illinois prior to starting employment.Board certification in respective medical specialty.Seven (7) years combined clinical experience and / or developing and implementing strategies to improve healthcare outcomes.Five (5) years of leadership experience in a healthcare or hospital setting.Knowledge, Skills, Abilities and Other Characteristics
Knowledge of performance improvement and quality management tools.Excellent verbal and written communication skills.Effective interpersonal and negotiating skills.Demonstrate analytical and organizational, problem-solving, decision-making, critical thinking, and conflict management / resolution skills.Attention to detail; Ability to meet deadlines.Physical and Environmental Demands
This position is functioning within a healthcare environment. The incumbent is responsible for adherence to all hospital and department specific safety requirements.
