Coordinate human resources activities and projects by working with department managers to ensure the efficient delivery of services and successful implementation of the department's goals and objectives. Provide day-to-day work direction and supervise to maintain steady workflow and productivity inhuman resources activities. Oversee human resources projects in the following human resources areas: recruitment and selection, classification and
compensation, training and development, personnel services, HRIS, equal employment opportunity/affirmative action, policy, and performance management. Apply the practices of human resources in an environment that includes collective bargaining. Assist managers and executive staff troubleshoot and analyze personnel problems and issues of a confidential nature.

Minimum Qualifications
  • Graduation from an accredited college or university with a Bachelor's Degree or higher and
  • Four (4) years in human resources or directly related experience is required.
  • Two (2) years of prior supervisory or lead experience is required.

  • Degrees awarded outside of the United States with the exception of those awarded in one of the United States territories and Canada, must be credentialed by the World Education Services (WES), Educational Credential Evaluators (ECE) or a National Association of Credential Evaluation (NACES) member organization.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS
  • Knowledge of the language, principles and practices of Human Resources.
  • Ability to serve as liaison on behalf of management relative to the screening, evaluation, promotion or
    discipline of employees; ability to handle sensitive personnel and related labor issues as directed or as
    applicable.
  • Willingness and ability to travel using own car, shuttles, buses, subways and/or trains is required. Frequent
    local travel is required.
  • Ability to understand and interpret work rules and labor agreements.
  • Skill in representing agency by making presentations to relay information of a technical and official nature.
  • Ability to enable a collaborative and teaming culture and provide day to day direction of tasks.
  • Ability to perform escalated or more highly complex work similar to the work done by staff being supervised.
  • Ability to effectively delegate tasks to staff and collaborate with leadership to achieve organizational or
    department success.
  • Ability to align team's tasks with departmental procedures and objectives and serve as a reliable resource for
    other employees in an area of expertise.
Physical Requirements:
Sedentary Work involves exerting up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry,
push, pull, or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for
brief periods of time.
