General Functions

Under the direction of the Manager, Housing Audit and Compliance, the Compliance Specialist works on the preparation and submission of all external audit responses as required by Cook Inlet Housing Authority’s (CIHA) rental portfolio funding affiliates and partnership agencies. This position supports compliance efforts with all State, Federal and Loan regulations for the entire CIHA rental portfolio, manages compliance documents and records for CIHA and assists in the coordination of corporate compliance audit activities to ensure compliance and audit readiness. With experience, the Compliance Specialist will gain more responsibility for audit responses, reporting and internal monitoring.

Major Activities (Typical Duties/Responsibilities)

  • Prepares audit response materials, as required by the auditing agency, on behalf of CIHA.
  • Creates and maintains all permanent audit files and program administrative compliance files for each property and uploads all audit files and reports for compliance review to CIHA’s electronic storage system.
  • Compiles demographic data and creates reports using both the database and, when needed, through review of client files.
  • Audits tenant files and key compliance measurements to ensure compliance with applicable housing programs including, but not limited to, Tax Credit (LIHTC), HOME, 37 Act/NAHASDA, and NSP.
  • Assists in the development and maintenance of the Compliance Manual for each property.
  • Maintains a positive, proactive relationship with CIHA Operation Sections including Rental Properties, Maintenance, Housing Services and Housing Outreach and Stability.

Monitors waitlists, tracking all vacancies are filled to program compliance and prepare for submittal to auditors when requested.

  • Maintains proactive internal auditing measures, including routine reviews of move in files and unit history report updates.
  • Prepares for upcoming audits by leading kick-off meetings with applicable staff from each department.
  • Monitors set aside requirements required by LURA, and other pertinent management agreements, for properties and work with CIHA Operations staff to maintain compliance.
  • Collects, analyzes and summarizes review materials and communicates to auditees and auditors.
  • Assists with internal reviews to ensure compliance with established internal control procedures by examining records, reports, operating practices and documentation.
  • Reports and collaborates with CIHA Operation leadership and staff to correct noncompliance issues identified through internal or external reviews.
  • Assists with special projects supporting CIHA Operation’s initiatives.
  • Other related duties as assigned.

Skills and Abilities

  • Knowledge and understanding of relevant LIHTC and HUD/State regulations and procedures.
  • Ability to interpret and apply applicable laws and regulations as they pertain to specific programs and activities.
  • Ability to read, analyze, and interpret CIHA policies and procedures, related Federal and State regulations, and other documents as noted above under Major Activities (i.e., deeds, credit reports, etc.).
  • Ability to maintain client confidentiality.
  • Ability to work independently and maintain productivity with minimal supervision.
  • Ability to interact professionally with a culturally and/or economically diverse demographic.
  • Ability to effectively prioritize and coordinate the timely response of all required audit activities.
  • Ability to accurately process, analyze, and categorize various types of data and information with consistent attention to detail.
  • Ability to work productively in a collaborative environment.
  • Outstanding interpersonal skills, including the ability to establish and maintain cooperative and effective working relationships with all levels of staff, management, outside agencies, and the public.
  • Computer literacy, including MS Word and Outlook.
  • Advanced Excel skills.
  • Strong mathematic and accounting skills.

Education and Experience

  • Associates degree in business or related field; experience can be substituted on a year for year basis.
  • Experience using either Section 8 or a comparable method of determining eligibility.

LIHTC and COS Certification desired.

  • Preferred; any of the following designations or receiving one within 12 months of hire date: Housing Credit Certified Professional; Certified Professional of Occupancy; National Credit Professional; Registered Apartment Manager; Accredited Apartment Manager (ARM).
  • A minimum of three (3) years of office experience, preferably in affordable housing programs.

Pay: $26.44 - $30.05 per hour
