The Program Director is responsible for development and support of a high-performance outpatient team to ensure efficient and effective operations of the Copa Health Homes. The Program Director has an overarching supervisory role for all staff within the Health Home/(OTC), and is responsible for managing staff performance, KPIs, strategic initiative, and fostering of culture of in line with Copa Health’s core values. In collaboration with the Clinical Director the Program Director provides leadership, planning, and administrative support to ensure daily operations, services, and environments meet the highest levels of quality and performance consistent with the Copa policies, and within ADHS, RBHA, CMS, and other state established standards. The Program Director will work collaboratively with the Clinical Director on all operational aspects of the business such as: assures compliance with budgets, coordinates clinical and case management services, oversees staff supervision, coordinates care with community/state organizations and implements and enforces Copa policies and procedures.

We’re looking for someone with the following skills, experience and credentials:
- Monitors member engagement goals, addresses underperformance, and oversees coaching and management processes to achieve engagement targets.
- Communicates Copa Health’s vision and mission, integrating recovery philosophy and Principles for persons with serious mental illness into daily practice. Measures success by outcomes in jobs, education, health, and housing.
- Conducts regular staff meetings with campus leadership to set goals, address challenges, and share administrative updates.
- Supports leadership with administrative and logistical tasks for clinical initiatives, supervision, and training.
- Tracks clinical service delivery trends to align with service recipient needs at the campus.
- Maintains effective communication among staff and with other Copa Health sites and departments.
- Manages annual budgets, assesses staffing practices, and ensures accountability for site budgets.
- Collaborates with the Clinical Director on recruitment, training, and performance evaluation staff.
- Ensures optimal staffing and scheduling to meet service recipient needs.
- Analyzes data, identifies performance gaps, and proposes solutions within departmental policies.
- Manages priorities including on-call responsibilities, handles emergencies, and ensures follow-up.
- Ensures compliance with policies and procedures to maintain service delivery standards.
- Performs additional duties as assigned to meet program and departmental needs.
- Master’s degree in a behavioral health field or equivalent combination of education and experience required. Bachelor’s degree required.
- Minimum of 3 years of supervisory/program management experience required.
- Licensed as a LPC, LISAC, LCSW or Clinical Psychologist highly preferred.
- Must have a fingerprint clearance card issued by Arizona Department of Public safety or eligible to receive within eight (8) weeks of hire.
- Must have valid AZ Driver’s License, state minimum insurance coverage and ability to meet and maintain the company’s acceptable driving requirements.
