Job Description:
We are seeking an experienced Drawback Program Manager to lead and manage our duty drawback program. The ideal candidate will have 5-10 years of experience in customs drawback, import/export compliance, and trade operations. This role requires team leadership, project planning, and the ability to analyze large datasets to ensure compliance with U.S. Customs and Border Protection (CBP) regulations.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Lead the development of a comprehensive drawback process ensuring compliance with CBP regulations and company policies.
- Manage and oversee the drawback program for multiple clients,
- Prepare and submit drawback applications, ensuring accuracy and compliance with CBP requirements.
- Process and file applications for Waiver of Prior Notice and Accelerated Payment to expedite duty refunds.
- Analyze and reconcile large datasets related to import/export transactions to identify drawback opportunities.
- Work with U.S. Import data from ACE and broker-provided import data to assess eligibility for duty refunds.
- Review and manage inventory receipts and withdrawal records to ensure accurate drawback filings, including identifying and reconciling discrepancies to maintain compliance and maximize recoverable duties
- Evaluate Bills of Materials (BOMs) to support substitution and manufacturing drawback claims.
- Ensure compliance with U.S. export documentation requirements to support drawback claims.
- Collaborate with clients and internal teams to ensure clarity and accuracy in drawback filings.
- Maintain and enhance system tools used for tracking and reporting drawback claims.
- Assess and file post-entry corrections, including Post Summary Corrections (PSCs), protests, 520(d) claims, and voluntary self-disclosures.
- Communication with U.S. Customs and Border Protection
- Provide training and mentorship to team members, fostering knowledge-sharing and process improvement.
QUALIFICATIONS
- 5-10 years of experience in customs drawback, trade compliance, or related fields.
- Experience with the preparation and filing of manufacturing, substitution, and same-condition drawback claims.
- Strong team leadership and project planning abilities.
- Proficiency in working with large datasets and complex trade compliance data.
- Hands-on experience with U.S. import data from ACE and customs brokers.
- Strong understanding of inventory management records related to duty drawback.
- Familiarity with Bills of Materials (BOMs) for manufacturing drawback claims.
- Experience with U.S. export documentation and regulatory compliance.
- Ability to clearly communicate with clients and internal stakeholders.
- Strong analytical and system skills to manage compliance-related databases and tools.
- Understanding of post-entry corrections, including PSCs, protests, 520(d) claims, and voluntary self-disclosures.
- Experience in preparing drawback applications, Waiver of Prior Notice applications, and Accelerated Payment applications.
PREFERRED QUALIFICATIONS
- Experience with drawback software or trade compliance platforms.
- Knowledge of foreign trade zones (FTZs) and their impact on drawback.
- Familiarity with duty deferral programs and tariff classifications.
