Copper River Native Association is a Federally Qualified Look-A-Like Tribal Health Organization, serving the beautiful Copper River Valley region in Alaska. Founded in 1972, five Alaska Tribes compacted to form CRNA, with a promise of delivering local, quality healthcare to the Ahtna People. Today, CRNA offers care to all residents of the Copper River Valley. We are searching for a Chief Operating Officer – Healthcare Services (COO-HS) to join the CRNA team and help carry out our Promise Statement to the community.

Reporting directly to, and working closely with, the Chief Executive Officer, the COO-HS is responsible for supervising all healthcare service operations. These services encompass Primary Care, Urgent Care, Pharmacy, Behavioral Health, Wellness (including chiropractic care, physical therapy, and therapeutic services), Dental Care, and Specialty Clinic Services. The COO-HS is accountable for directing responsibilities in alignment with the Institute for Healthcare Improvement’s Triple Aim. The ideal candidate will be willing to relocate to Glennallen Alaska to carry out this role. Interim housing is available, duration will be negotiated.

May require local travel between compact services of CRNA which may involve exposure to extreme weather conditions. Works in an environment where protection of client confidentiality is essential. Work will be monitored through meetings, reports, and regular communication with the immediate supervisor. General guidelines for operations are based on program requirements, conditions of grant award(s), and the general policies and procedures of CRNA.
Supervision Exercised
Position will exercise supervision of assigned staff and complete required documentation, including performance evaluations, training, and general oversight through direct reports.

Responsibilities
- Collaborate with SMT in the development and implementation of the strategic plan, with a particular focus on aligning all healthcare departments with each other and with the Promise Statement of CRNA.
- Responsible for overseeing all operational aspects of the healthcare departments, leading and supporting directors, to achieve exceptional customer service, quality of care, and cost control.
- Responsible for rigorous financial feasibility studies that support any changes to or expansion of existing service lines.
- Analyze operations for cost management and performance, leading governance, personnel, and service line changes as necessary to ensure the organization’s long-term sustainability.
- Use LEAN methodology to address barriers to patient care, patient flow, and practice inefficiencies.
- Collaborate with department directors in developing and proposing yearly budgets for Board approval and responsible for ensuring that all healthcare services meet budget expectations.
- Foster an environment of high performance and accountability, coaching and developing directors in a manner that promotes teamwork and collaboration.
- Lead innovative care models that increase partnerships between healthcare departments, achieving a “One CRNA” patient experience.
- Present consistent and transparent performance reporting to multiple stakeholders and audiences including the Board of Directors, SMT, tribal councils, community gatherings, and company meetings.
- Represent CRNA at regional, state, and national meetings of healthcare agencies.
- Coordinate with SMT on equipment purchases, lease arrangements, construction of additional facilities, and expansion of services.
- Must remain informed on evolving conditions of the healthcare landscape at the regional, state, and national levels, assuming a role of advocacy for local access to high quality care.
- Develops relationships and collaborates with compacting tribes and other tribal healthcare providers in the area.
- Ability to build and maintain positive working relationships throughout CRNA and with outside contacts.
- Excellent financial, leadership, and supervisory skills.

- Knowledge of healthcare services operations and administration.
- Familiar with HRSA and federally funded agencies.
- Strong understanding and sensitivity to Alaska Native culture and lifestyle, with demonstrated experience working effectively with Alaska Native or other underserved populations.
- Excellent analytical and organizational skills.
- Effective oral and written communications skills with sensitivity to lifestyles of targeted participants.
- Proficient in computer application systems.
- Ability to keep accurate records and produce timely and accurate written reports.
- Ability to maintain strict confidentiality as required for HIPAA and other regulations.
- Ability to learn and apply program/agency operating policies and procedures.
- Ability to manage multiple priorities and tasks concurrently and meet deadlines.
- Master of Business Administration, Healthcare Administration, Nursing, or related field.
- Five (5) years of experience in healthcare.
- Five (5) years of experience in team leadership and direct supervision.
- Strong financial, strategic planning and business development experience.
- Knowledge and experience with Clinical Process Improvement.
- Regulatory and compliance experience.
- Five (5) years of experience in healthcare management.
- Federally Qualified Health Center experience.
- Tribal Health Organization experience.
- Experience in management of multi-clinic comprehensive medical services organization.

- CRNA is a no tolerance workplace. All employees must pass an initial and random drug and alcohol screening to be eligible for and maintain employment.
- CRNA has several positions that require a criminal background check for the safety of our clients. All employment offers in the “covered” classification are conditional until CRNA has received a Federal criminal background check verifying eligibility to work in these programs.
- First Aid/CPR certification must be obtained within 90 days of hire for required positions.
- Annual TB screens for required positions.
