Job Description:
The Budget Director is primarily responsible for developing and managing the University’s overall operating budget, and all associated reporting requirements. The position is also a liaison between Coppin State, The University System of Maryland, Maryland’s Department of Budget Management, and the Department of Legislative Services regarding all budget reporting and other related data requests. The position also works closely with Capital Planning and Facilities to assist with the development and management of the University’s capital budget. This position reports directly to the Vice President for Administration and Finance.
Responsibilities:
- Manages and provides direction, training, and technical guidance to the Budget Office staff.
- Responsible for budgetary planning, development, monitoring, and analysis.
- Responsible for development and preparation of the University’s operating budget requests.
- Works with the VP for Administration and Finance (VPAF) to develop the timeline for the annual campus budget development process.
- Responsible for the compilation and analysis of all budgetary information as it is submitted.
- Support VPAF with the development, analysis and monitoring of the Administration and Finance Division budget.
- Works with all Administration and Finance Division department leaders in the development, monitoring, and analysis of their annual budgets.
- Prepares statistical analysis of revenue and expenditure data for use in budgetary evaluation and projections.
- Works with Divisional and Departmental Business Managers to analyze and review budgetary expenditures to ensure spending activity is aligned with resources and university priorities.
- Monitors the expenditure of special or restricted funds to ensure activities are aligned with approved activities.
- Integrates and executes the budget within the University’s ERP system and utilizes Adaptive software for budgetary modeling.
- Reviews annual legislative budget documents and proposed legislation to determine their fiscal impact to the University.
- Reviews budgetary data within the University’s ERP system to ensure the accuracy of budget and related financial data.
- Develops, reviews, and updates internal budgeting procedures, as necessary.
- Facilitates and delivers budgetary training for other operational areas of the University.
- Holds regular meetings with Divisional and Departmental Business Managers to ensure clear communication of budgetary directives and address any outstanding issues.
- Assists VPAF with University Budget Committee meetings.
- Responds to budgetary and other data requests from the University System of Maryland as well as the State of Maryland.

Minimum Qualifications:
Education
- Bachelor’s Degree from an accredited college or university.
- Master's Degree is preferred but not required.
Experience
- Minimum of five years’ experience in budgeting/accounting and/or managing fiscal services such as budget development, forecasting, or analysis of financial data, preferably in a higher education environment.
- Experience using Workday Financials highly preferred

- Ability to function effectively as a member of an administrative team.

- Ability to function effectively with faculty, students, support staff, and administrators utilizing strong verbal and written communication skills.

- Competency in leadership and strategic acumen along with the technical skills necessary to perform to expectations within the role.

- Excellent organizational skills assuring that all project timelines and report deadlines are met.
- Demonstrate an elevated level of diligence and accuracy with financial transactions.
- Experience with fund/governmental accounting.
- Proficiency using Microsoft Office Suite and a variety of computer software packages.
