Mental Health Services Manager

Position Description  

Date: February 21, 2025

FULL TIME and EXEMPT 

Reports to:  CEO

Schedule of Hours:  M-F, 9:00AM-5:30PM, as needed outside of standard work hours

Position Remote Eligible: Hybrid - onsite work required and expected

Mandated Reporter: YES 

ABOUT THE ORGANIZATION

As the only agency in San Mateo County with the sole purpose of serving those experiencing intimate partner abuse, CORA provides safety, support, and healing. CORA’s comprehensive services include a 24-hour hotline, collaboration with law enforcement, safe house options, legal services, and family-centered mental health therapy. In addition, CORA provides community education and prevention programming throughout the county. CORA is a multicultural agency committed to serving individuals regardless of age, ethnicity/race, financial status, language, sexual orientation, immigration status, class, religion, gender, gender expression, or mental or physical ability.

POSITION SUMMARY

Under the direction of the CEO, the Mental Health Services Manager (MHS Manager) will provide leadership and direct oversight ensuring CORA offers therapeutic programming providing best possible services for survivors of intimate partner abuse and the smooth functioning of the department as a whole.     

PRIMARY RESPONSIBILITIES

Supervision/ Management/ Program Development

  • Provide strong leadership and people management that reflects CORA’s values, including mutual respect, compassion and integrity.
  • Assume overall responsibility for day-to-day operations of the department for all program staff, coordinators, and intern volunteers.
  • Ensure all clinical services are offered through trained staff implementing evidence-based practices and that ensures high quality of service and contract compliance for all programs and contracts.
  • Recruit, train, supervise, and evaluate staff/interns/volunteers to ensure the success, sustainability, resourcefulness, and ongoing development of program services within the department in coordination with department clinical supervisors and coordinators.   
  • Responsible for overall design and implementation of the range of programs offered by the department.  
  • Ensure completion of annual staff evaluations for the department and complete performance plans for direct reports.
  • Serve as primary contact and support for CORA’s clinical Supervisor and contractors as appropriate. 
  • Provide programmatic supervision to staff case managers and to licensed clinicians or designate appropriate supervisors for these staff.
  • Working with Clinical Supervisor(s), ensure oversight and management of case assessments, caseloads, clinical & service notes and collaborate on treatment planning with direct service staff and interns, in order to determine most appropriate interventions and treatment modalities.
  • Oversee and ensure the continuous professional development staff within the department.
  • Participate in the Manager on Duty rotation 

Administrative/ Operations

  • Develop and implement protocols and procedures relevant to department programs.
  • Responsible for monitoring the upkeep of case records and data entry in coordination with Director of Quality and Strategic Initiatives.
  • Collaborate with other program departments to ensure a smooth and effective coordination of service and case consultations.
  • With the support of the Development Department, oversee timely and effective grant reporting, ensure program activities comply with contracts and grant deliverables are met.
  • Manage the Department’s operating budgets in collaboration with the CFO and CEO.
  • Ensure department representation at cross-program meetings to ensure consistency, communication, and coordination between program departments.
  • Participate as a member of the senior leadership team in the development and implementation of organization-wide policies and programs.
  • Attend supervision, departmental, and agency staff meetings and participate in training as assigned.
  • Provide support as needed during contractual/manager/staff meetings, internal/external audits, trainings, grant proposal writing, site visits and evaluation of program staff to ensure compliance with contracts and agency policies and procedures as appropriate.
  • In collaboration with the program coordinators, develop and implement new supportive programming as needed.
  • Respond and manage client grievances and complaints. 

Community Outreach & Collaboration

  • Maintain current agency partnerships and identify opportunities for new collaborations as appropriate through representing the agency at community meetings and/ or delegating department staff as representatives.  
  • Establish and maintain positive collaborations with university internship programs, and other agencies with whom CORA collaborates.
  • Assist CORA leadership in representing CORA at county-wide meetings, grant related public hearings, and community events as needed.

KNOWLEDGE AND SKILLS REQUIRED

  • Clinical Psychotherapy License (LCSW, LMFT or PhD/PsyD) preferred or licensure in process. 
  • 1-2 years in management/ supervisory role such as program or project coordinator.
  • Experience in evidence-based programs such as: motivational interviewing, cognitive behavioral therapy; EMDR, DBT, and Trauma-Focused Cognitive Processing Therapy.
  • Eligible to supervise MSW/MFT interns and trainees in accordance to rules and regulations under the Board of Behavioral Sciences (preferred).
  • Experience with serving victims of domestic violence and child abuse 
  • Knowledge of resources in San Mateo County preferred.
  • Certification in the 40-hour domestic violence services training required by the State of California (This can be completed upon hire with CORA if not already certified).  
  • Bilingual in Spanish and English (preferred).

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS  

  • Access to a working automobile, clean DMV record, valid driver’s license, and proof of current auto insurance.
  • Successful results from a criminal background check, including fingerprint clearance. 

MANDATED REPORTER STATUS 

This position requires you to directly supervise children without the presence of a legal guardian or is a professionally licensed role that is listed in California’s Child Abuse and Neglect Reporting Act (CANRA).  As a result, you are a mandated reporter of suspected child abuse under CANRA and must become familiar with your obligations and how to carry them out in compliance with other federal and state funding obligations.  You must advise any client before speaking with them that you are a mandated reporter, and what that entails.  In the event that you determine a report of suspected abuse must be made, you must take all reasonable steps to advise your client before making the report.  You should also discuss with your client the option of making the report themselves, as opposed to your making the report about them or their children.
