This position would require a hybrid work schedule of 3 days per week onsite and 2 days remote out of our Brentwood, TN office location.
The Manager, ATF Compliance oversees and provides direction in regard to all aspects of CoreCivic's ATF Compliance Program. Coordinates with and interacts with representatives of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) to ensure on-going compliance with all regulations mandated in association with CoreCivic's Federal Firearms and Explosive licenses. Oversees and ensures that all regulated firearms, weapons, munitions, and explosives are properly registered, reported, maintained, and tracked via an approved Bound Book system. Coordinates and oversees a regular and on-going facility inspection program to ensure that all facilities with regulated items are frequently inspected and any potential deficiencies are identified and corrected in a timely manner.
ESSENTIAL FUNCTIONS:
The incumbent should be able to perform the following functions at a pace and level of performance consistent with the job performance requirements.
1. Oversees and provides direction in regard to all aspects of CoreCivic's ATF Compliance Program. Coordinates with and interacts with the ATF to ensure on-going compliance with all regulations mandated in association with CoreCivic's Federal Firearms and Explosive licenses.
2. Coordinates and completes site visits at facilities with regulated items to ensure frequent inspections and timely identification and correction of potential deficiencies.
3. Manages all aspects of the Employee Possessor Questionnaire procedure to include monthly submissions and removals through the Federal Explosive Licensing Center.
4. Manages the Denial of EPQ Clearance process through the Denial Review and Re-assignment Group (DRRG). Tracks and reviews open cases and provides guidance to assist employees who have been denied possessor qualification with the appeal process to become qualified. Collaborates with the committee to make recommendations for resolution of denials.
5. Assists with the Quarterly SORT and Chemical Agent Academies to ensure that armory inventory levels are maintained and properly entered into the appropriate Bound Book system and tracked throughout.
6. Reviews the National Firearms Registration and Transfer Record (NFRTR) for accuracy, identifies actionable items and takes necessary action to ensure the NFRTR is accurate.
7. Reviews Armory procedures and provides training for Armory Coordinators to update/change processes as needed.
8. Monitors ATF.gov for recent relevant publishings that will affect current practices. Initiates and updates required changes to policy. Communicates policy changes and provides training to facility coordinators. Works with Quality Assurance to update audit tool as required.
9. Reviews NFRTR vs Easy Bound Book (EBB) to ensure proof of lawful ownership of National Firearms Act (NFA) and Federal Explosives License (FEL) controlled items. Identifies and investigates discrepancies and files report to the ATF as appropriate in accordance with ATF regulations and CoreCivic policy.
10. Performs spot checks of EBB and ensures that expended Destructive Device (DD) munitions have memo produced to ATF for removal. Collects and disposes munitions in accordance ATF regulations and CoreCivic policy.
11. Maintains contact with CoreCivic's Office of General Counsel and any external counsel approved and appointed by the Office of General Counsel for ATF compliance support.
12. Domestic U. S. travel is required.
QUALIFICATIONS:
- Graduate from an accredited college or university with a Bachelor's degree in Criminal Justice, Social or Behavioral Science or a closely related field is required.
- Three years of professional level experience in corrections or law enforcement, including one year of supervisory experience is required.
- Must be able to be approved by the ATF to serve as a "Responsible Person".
- Proficiency in Microsoft Office applications is required.
