The Monitoring and Evaluation (M&E) Specialist will play a key role in ensuring the effectiveness and accountability of CORE’s wild-fire response and recovery programming, including but not limited to cash and voucher assistance and resource navigation. The M&E Specialist will manage and review program databases, establish and track performance indicators, support program managers in monitoring and evaluating program activities, and provide actionable insights to improve outcomes. The M&E Specialist will report to the California Area Director and work with members of the Technical Services Unit (including Technical Advisors for cash and voucher assistance, M&E, health and protection) to support CORE programs.


CORE is seeking candidates with non-profit work experience and knowledge of foreign and domestic development and humanitarian assistance programming. The ideal candidate will be well organized; have a keen attention to detail; possess solid organizational, communication, teamwork and inter-personal skills; and be willing to provide an array of technical and administrative functions as described below.

Requirements:
  • At least 3 years of professional experience with at least 2 years focused on monitoring and evaluation of donor-funded programming.
  • Critical analysis skills particularly in data collection and analysis, and performance monitoring.
  • In-depth knowledge and understanding of the humanitarian assistance sector, including humanitarian principles, core humanitarian standards, appropriate humanitarian M&E operating models. Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing MEL and performance monitoring plans is required
  • Strong interpersonal and intercultural skills.
  • Ability to work in a multicultural context as a flexible and respectful team player.
  • Strong verbal and written English language skills.
  • Bachelor's Degree in the sciences, social sciences, international affairs, public health or related field. Master’s degree preferred.
  • Proficient in MS Office, SharePoint, Kobo Toolbox.
  • Experience working for non-profit and/or emergency response organizations
  • Experience in data analysis and visualization software (e.g., R, STATA, ArcGIS, qGIS, PowerBI, Tableau); strong understanding of how to produce robust data visualizations is desirable


Preferred Requirements:
  • M&E experience, domestic or international
  • Experience providing M&E support for business development (i.e. writing M&E plans, developing theories of change, recruiting M&E field staff, etc)
  • Technical and Program support for M&E and complying with donor requirements
  • Advanced university degree (M.A., M.S., MPH) in social sciences, business administration, humanitarian practice, international development, public administration, public information, public health or related field preferred.
  • Strong knowledge of cash programming principles and practices. Familiarity with financial service providers (FSPs) a plus.
  • Ability and willingness to travel up to 10%.


Responsibilities:
  • Database Management
  • a. Oversee and maintain the cash programming database to ensure accurate, timely, and complete data entry and management.
  • b. Conduct regular data quality checks to identify and resolve inconsistencies.
  • c. Generate reports and visualizations to inform decision-making and program adjustments, including scoring for eligibility and verification and deduplication across platforms used by CORE and partners.
  • d. Maintain internal
  • e. Ensure compliance with all required internal security measures.
  • Indicator Development & Monitoring
  • a. Support teams with proposal development and program design.
  • b. Design, refine, and track indicators to measure progress, outcomes, and impacts of programs.
  • c. Collaborate with program managers to ensure indicators align with program objectives and donor requirements.
  • d. Provide guidance to program teams on integrating M&E practices into their workflows.
  • e. Support internal data tracking and indicator reporting.
  • Program Monitoring & Evaluation
  • a. Develop and implement M&E frameworks and tools for cash programming and other relief activities. This may include, but is not limited to, M&E plans, indicator tracking tables (ITT), post-distribution monitoring (PDM) surveys and qualitative methods.
  • b. Conduct regular field visits to monitor program implementation and gather feedback from beneficiaries.
  • c. Lead evaluations to assess program effectiveness, efficiency, and sustainability.
  • Capacity Building
  • a. Train program managers, field staff and local partners and volunteers on M&E methodologies, tools, and best practices.
  • b. Help foster a culture of learning and continuous improvement within the organization.
  • Reporting & Communication
  • a. Prepare high-quality and timely M&E reports for internal stakeholders, donors, and partners.
  • b. Communicate findings and recommendations to program teams and leadership to inform strategic decisions.
  • c. Document success stories, lessons learned, and best practices to share with the broader humanitarian community
  • Compliance & Accountability
  • a. Ensure M&E activities adhere to organizational policies and international humanitarian standards.
  • b. Support program teams with the design and implementation of accountability mechanisms to ensure beneficiary feedback informs program adjustments.
