Position Summary

The New York State LTAP Center - Cornell Local Roads Program provides training, technical assistance, and information to municipal officials and employees responsible for the maintenance, construction, and management of local highways and bridges in New York State. It is one of 58 LTAP / TTAP Centers established under the Local Technical Assistance Program (LTAP) of the Federal Highway Administration. The Program has an annual budget exceeding $800,000 each year to provide over 50 workshops, two statewide conferences, and answer hundreds of technical assistance requests from the 1,580 local highway agencies in New York State. The Program Manager (PM) functions as a team member in the extension program in the BEE Department.

The PM is the primary supervisor of the support staff and assists the Director in developing Program activities and plans. The PM works collaboratively with the Director and must be able to work independently with limited general direction. This position is primarily responsible for developing the drafts of annual reports and the annual work plan submitted to the New York State Department of Transportation and the Federal Highway Administration. The PM develops grant applications with the Director and actively looks for additional funding. The PM monitors the budget and work plans to ensure the work is carried out efficiently and on schedule. The PM actively recruits new Circuit Riders who teach Program workshops and provide technical assistance. The PM oversees the Program services and actively monitors budgets and works with the Director to develop fiscal strategies. The position works in partnership with College administrative units to ensure that operations are structured to meet the Program needs and works with Department Business Administrator and CALS HR on personnel issues for program.

Specific tasks include but are not limited to supervising, training, and evaluating support staff; setting Program priorities, scheduling office activities, and assuring deadlines are met; preparing Program policies and procedures in compliance with Cornell and CALS policies; writing highly sensitive correspondence, reports, contracts, and materials; developing and maintaining complex and confidential records; preparing draft grant applications; developing annual training schedule with staff; overseeing activities of and recruiting new Circuit Riders; developing programs for statewide conferences including recruiting and speakers and managing conference logistics; traveling to statewide, regional, and national meetings and events to represent the Program; evaluating the effectiveness of the program; and developing and maintaining outreach relationships with clients, sponsors and other partners in conjunction with the Program Director.

This position is an annual appointment with review each year and reappointment is contingent upon performance and the availability of funding. The annual cycle starts on October 1 of each year.

Required Qualifications

Bachelor's degree with at least 3-5 years of experience or equivalent in supervision, extension or technical assistance activities

Excellent analytical and problem-solving skills.

Customer service skills and demonstrated ability to communicate with a broad range of people and organizations

Must have and maintain a valid driver's license and be able to travel statewide

Strong interpersonal skills and ability to work within a diverse team, while contributing to a high-quality and respectful work environment

Excellent oral and written communication skills, with the ability to communicate effectively with colleagues and staff across multi-disciplinary areas, on and off campus

Attention to detail and organizational skills

Able to work quickly, effectively under pressure, and use judgment in accomplishing tasks that are urgent or of a sensitive or confidential nature while balancing conflicting priorities

Must have and maintain a valid driver's license and be able to travel statewide

Demonstrated use of Microsoft Office Suite

Preferred Qualifications

Master’s Degree with 7-10 years’ experience or equivalent

Experience in preparing training materials and teaching in adult education

Experience working in a team environment

Knowledge of preparing financial reports and developing projections of expenses

Ability to travel to regional and national meetings.
