General Responsibilities
The Consultant will track and measure training progress of TRST employees to ensure the program meets the criteria associated with completing the course material as outlined in each of the programs. Responsibilities will include but may not be limited to:
- Develop and maintain key performance indicators (KPIs) that support the validity of the daily track inspections, track maintenance activities and mentorship program based on the current and ongoing business processes as they evolve for the TRST department utilizing but not limited to WMATA EAM databases and supporting applications integration within the TRST environment;
- Mentor WMATA TRST Management Staff as requested by the TRST General Senior Director/TRST Management Team on the use and reporting features of the EAM system and supporting applications; and
- Comply with WMATA ethics and integrity rules and policies related to intellectual property use and distribution.
Background and Experience
- Bachelor’s degree in computer science, or a related field, from an accredited university;
- A minimum of five (5) years rail experience, with a minimum of 1 year track inspection and maintenance related program analysis experience.
- Must be able to track conditions and defects in accordance with TRST-1000 Track Maintenance and Inspection Standards and WMATA Design Criteria;
- Must be able to create and author reports clearly and communicate with the designated employee in charge.
- Requires superuser level Maximo (EAM) expertise with SQL developer skillset capable of writing and supporting background query development to support performance measuring activities; Must be capable of installing, configuring and troubleshooting database connection software such as Oracle SQL Developer; requires extensive knowledge and demonstrated proficiency with database concepts such as selects, conditional logic, joins, data types, data optimization and integrity pertaining to backend query development; extensive track inspection experience and data collection analysis and monitoring; demonstrated experience to coordinate with IT staff to support system integration activities relative to the various systems which support track inspection data recording and compliance; also must be capable of developing and implementing Job Plans and Preventive Maintenance programs within the EAM system based on business plan requirements;
- Requires extensive knowledge and demonstrated proficiency with existing systems used to support current methods of recording and reporting on track inspections and track defects in the WMATA environment, these systems include Optram, specifically proficient at thread/write user level within the Track and Structures linear asset reporting environments; Max Trax mobile application and desktop version in the Track environment specific to linear asset reporting; and Subject Matter Expert (SME) level Maximo user skills relative to the track and structure business plans and processes;
- Must be capable of supporting TRST performance group with the development and ongoing review of all WMATA supported performance specific tools such as Cognos, Maximo, MaxTrax, PowerBI, SoGoLytics, Optram and specific programs related to key performance measures which support the TRST business plan with a focus on track inspection and maintenance practices; Must be proficient at developing dashboards and reports relative to the various systems which support track inspection data recording and compliance; Requires extensive knowledge of user interface (UI) development and design; Requires extensive knowledge and demonstrated proficiency with KPI development in the Maximo environment pertaining to track and structures data recording and compliance;
- Requires extensive knowledge of the current TRST Track Inspection training program including the On-the-Job Training (OJT) module specific to field training requirements and web-based system(s) used to support functional activity reporting and performance relative to the OJT training program at an administrator level; Must be proficient at utilizing survey development and data collection software such as SoGoSurvey; and
- Must be proficient at utilizing Microsoft Office suite; demonstrated ability to develop documents and spreadsheets pertaining to track and structures data; demonstrated ability to analyze and automate tasks; Must be attentive to detail and be able to adapt to the client’s needs.
Full-time(hybrid) at least 3 days onsite and two days remote
Salary Range: $89,000 to $139,000 YR
