General Responsibilities
Provide strategical and analytical support to the TRST Finance and Purchasing Team to develop and implement new department work processes and facilitate change management processes. A preliminary scope of services will include, but may not be limited to the following:
- Building tools and workflow processes that enable data-driven decision making to support the mission of Safety, Reliability and Fiscal Responsibility;
- Conduct analyses of TRST’s current operations and look for opportunities to create efficiencies and cost savings. Focus areas should include resource allocation, risk mitigation and the creation of inter-operational efficiencies with the Offices of Capital & Maintenance organizations;
- Conduct analyses of currently collected data by TRST to create management reports for effective planning and decision making;
- Provide professional support functions to the TRST Finance and Purchasing Team by enhancing existing customer service processes and analyzing and reporting financial maintenance program data;
- Provide procurement package preparation support to TRST offices related requirements gathering, submitting requests through the Capital Planning portal, facilitating initial request form and obtaining signatures, drafting and/or reviewing scopes for completeness, performing market research, drafting Determinations and Findings (D&Fs), and submitting and tracking procurements; and Assist with the efficient management of active TRST contracts by reviewing invoices, verifying deliveries, creating receipts in PeopleSoft, working to ensure timely payments of invoices, tracking PO and contract expirations dates.
Background and Experience Required
- Bachelor’s degree in engineering, business, or related field; Seven (7) years minimum experience in managing projects, processes, project controls services including project operations, budget analysis, financial and progress reporting;
- Program and project management experience leading the administration of the Task Order award process, including the preparation and release of Requests for Proposals (RFPs), conducting Technical and Oral Evaluations, and negotiating terms up to the final award documentation;
- Change Management experience supporting change management processes, preparing change notices, requesting independent cost estimates, and facilitating negotiations for price proposals, ensuring alignment with project goals and budgetary constraints.
- Award documentation preparation experience enhancing project compliance and stakeholder communication
- Task Order experience providing guidance and support for task order processes, assisting teams with best practices and procedural compliance to ensure project success;
- Experience with project operations oversight, managing project operations, performing in-depth budget analysis and financial reporting, ensuring projects remained on track and within budget; and
- New Reporting Initiatives, experience in development and implementation of innovative project reporting initiatives, including training staff on new processes to enhance efficiency and effectiveness
Full-time(hybrid) at least 3 days onsite and two days remote
Salary Range: $84,000 to $139,000 YR
