Major Duties and Responsibilities
- Maintain full familiarity with plans, specifications, construction schedules, and contractor's plans on assigned contracts, the Project Management Plan (PMP), and current safety regulations in order to be knowledgeable of the project team (i.e., WMATA, consultants, and multiple contractors) responsibilities, disseminating such information to office and field staff as required to keep WMATA personnel accurately informed of relevant matters;
- Serves as the primary point of contact with WMATA's Task Manager;
- Assign other technical and administrative personnel appropriate for the scope and general level of effort required to meet the performance commitments relative to the positions reflected in this Task Order;
- Collaborates with the WMATA Project Implementation Team and is responsible for managing staff to complete this task within the project budget and schedule
- Provide subject matter expertise and support development of design and construction contract documents (including solicitation documents). Support WMATAs development of bridging documents, proposal evaluations, and award recommendations as needed.
- Provide technical analysis and review of all requests for changes submitted by the design consultant and/or construction contractor;
- Prepare correspondences and formal WMATA responses to the contractor as it relates to submitted Notice of Impact, change in directives, claim merits, non-compliance notices, etc.;
- Coordinate with relevant stakeholders;
- Assist in performing constructability reviews;
- Coordination between the consultant's in-house disciplines and subconsultants, as well as WMATA staff to ensure consistency in the deliverables;
- Ensure compliance with the consultant's, contractors, and WMATAs Quality Programs. Responsible for all project deliverables and coordination of quality reviews of materials prior to delivery to WMATA;
- Prepare and submit monthly progress reports;
- Respond to WMATA questions and requests related to the scope of work for this task order;
- Resolve and formally respond to review comments; and
- Prepare meeting minutes and distribute to attendees no later than one (1) week after the meeting.
Background and Experience
- Bachelors degree in engineering, project or construction management, or a related field;
- A minimum of 15 years of project management and/or construction management experience, with four (4) years of experience in the transit industry;
- Registered Professional Engineer in VA, MD, or DC;
- Demonstrated experience in project planning, execution, and delivery;
- Experience in leading a project and all aspects of project management - schedule, budget, resource planning, risk management, coordination;
- Familiarity with WMATA design criteria and standards;
- Experience in contract development and administration;
- Excellent verbal and written communication skills; and
- Experience with Microsoft 365® including Power BI, and Procore.
Preferred Qualifications
- Project Management Professional (PMP) Certification is desirable but not required.
Salary Range: $110,000 to $141,000 YR
