CornerStone TTS is actively seeking an experienced Financial Manager to lead the appropriation management function for a high-impact, mission-driven organization within the public sector. We are searching for a strategic leader who brings a strong foundation in state-funded financial operations, reconciliations, and fund management, with the ability to collaborate across departments and systems. Candidates with experience managing state appropriations or working within Texas government finance frameworks (e.g., USAS) will be highly competitive.
This role offers the opportunity to lead a knowledgeable accounting team, drive innovation through tools like Power BI, RPA, Cognos, and Dynamic Forms, and contribute to automation and reporting improvements across the organization.
What You’ll Do
- Lead the daily operations of a specialized team managing state appropriations, ensuring timely, accurate, and compliant accounting practices.
- Oversee reconciliations between the internal financial system and the state’s Uniform State Accounting System (USAS), including payroll and benefit reporting.
- Implement policy, compliance checks, and audit support for all state-appropriated funds.
- Collaborate across internal departments such as Budget, Payroll, and Procurement, as well as with external entities like the State Comptroller’s Office.
- Guide the configuration, maintenance, and closing of state-specific funds while advising fund owners and department managers.
- Drive innovation through automation and data visibility—utilizing tools like Cognos Reports, RPA solutions, Power BI dashboards, and workflow automation.
- Play an instrumental role in major reporting efforts including Method of Finance, SORM, AFR entries, and tuition remittances.
Who You Are
- A seasoned finance or accounting leader with 5 years of experience in fund accounting, public sector finance, or appropriations management.
- Adept at navigating complex financial systems and compliance-heavy environments with a high degree of accuracy and attention to detail.
- Experienced with Texas financial systems or similar state-level appropriation workflows (USAS experience strongly preferred).
- Proficient in Microsoft Excel and capable of interpreting and presenting financial data clearly to internal and external stakeholders.
- Naturally collaborative, with excellent written and verbal communication skills and a knack for cross-functional teamwork.
- Forward-thinking, with a passion for process improvement, digital tools, and scalable financial operations.
Preferred Skills
- Bachelor’s degree in Accounting, Finance, or Business Administration
- Familiarity with ERP systems such as Banner
- CGFM (Certified Government Financial Manager) is a plus
- Experience with financial reporting, data visualization, and fund lifecycle management
