CBIRF Consequence Management Instructor
Indian Head, MD
The NET/Consequence Management Instructor serves as an operational training Subject Matter Expert (SME) that shall be responsible for the everyday performance of all training support and training management.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- The instructor must possess the proper knowledge and communication skills to effectively conduct formal training, in multiple formats (oral, audio/video presentations, practical application, testing, etc. that meets or exceeds Department of Defense DoD, Marine Corps, Occupational Safety and Health Administration, (OSHA), National Fire Protection Administration (NFPA) standards and guidelines.
- The instructor must be proficient in the subject(s) to which they are providing the training or management; areas of proficiency include, but are not limited to, Chemical, Biological, Radiological, Nuclear, or High-Yield Explosion (CBRNE) preparedness, detection and identification, search and rescue, extraction, decontamination, basic and advanced lifesaving, and force protection.
- The instructor must be familiar with military and civilian personnel protective equipment and respiratory protective devises.
- The instructor is expected to effectively communicate all progress, identify problems and provide corrective action, address issues or risks, and make possible improvements to their respective Program/Contract Manager and QAR. This requires each instructor to be proactive in terms of identifying possible quality or operational improvements to CBIRF’s training program and/or the overall performance and service.
- The instructor must attend and complete the CBIRF Basic Operations Course (CBOC) prior to beginning performance; CBOC is a 15-training day course that qualifies personnel, both physically and mentally, inside and outside of the CBIRF organization, to conduct rescue operations inside a contaminated environment. The physical requirements of this course are listed below. There will be no educational degree or level of experience to serve as a substitute or equivalent to the attendance or completion of this course.
EDUCATION & EXPERIENCE:
- Bachelor’s degree from an accredited school in a business or supervisory related technical field. Eight (8) additional years of experience may be considered for education requirement
- Minimum 5 years of specialized experience in CBRNE defense or civilian first responder consequence management/crisis response operations. This includes, but is not limited to, professional or volunteer experience in/or a combination of technical rescue, emergency medicine, and/or DoD/Military CBRNE certification.
- Working, technical knowledge in the operational areas of consequence management and crisis response; to include, but not limited to, CBRNE preparedness, detection and identification, search and rescue, extraction, decontamination, CPR, basic / advanced lifesaving, force protection, and crisis action planning.
- Minimum 3 years of formal instructional experience
- Minimum 3 years in building and working within a small team/self-directed work organization.
- Demonstrate excellent oral and written communication skills.
- Demonstrate ability to organize, coordinate, and/or manage complex training programs and/or projects
- Demonstrate ability to operate, with a high degree of proficiency and skill, on various computerized word processing applications in the preparation of technical and non-technical documentation, reports, tables, etc. in a professional, accurate, and timely manner.
- Demonstrate the physical and mental ability to successfully complete the CBIRF Basic Operations Course (CBOC); physical requirements include, but may not be limited to, to the following:
- Successfully drag a 205 lb rescue mannequin 50 feet twice in ten minutes.
- Successfully lift a 30lb bucket and carry it up and down a flight of stairs three times, placing the bucket down smoothly and lifting smoothly after each ascent and descent of the stairs.
- Successfully mount, climb, dismount at elevation (20 – 30 ft), remount, and descend an extension ladder without exhibiting abnormal fear of heights.
- Enter and crawl 100 – 200 ft through simulated confined/restricted spaces without exhibiting abnormal fear of confined spaces.
- Enter and crawl through a structure obscured up to 0 visibility without exhibiting abnormal fear of darkness.
- Climb approximately five flights of stairs and successfully self-rescue from ledges, doors, windows, and leading-edge situations using NFPA self-rescue techniques.
- Successfully lift a 30lb bag onto the back and carry it up and down a flight of stairs three times, placing the bag down smoothly and lifting smoothly after each ascent and descent of the stairs.
CORE SKILLS/COMPETENCIES
Required Knowledge, Skills and Abilities
- Actual response to large scale disasters or previous CBRNE events.
- Experience coordinating functional and full-scale training exercises and operations with First Responders and/or Local, Federal, and/or DOD response organizations.
- Experience with planning, development, and execution of Incident Action Plans and/or operations orders issued in response to a crisis

- Ability to obtain or have a security clearance
