Operations Planner (MAGTF)

The contractor will support the design, planning, execution, and assessment of campaigns involving multiple operations, activities, and investments (OAIs) within the Marine Air-Ground Task Force (MAGTF) context. The contractor will leverage the Operational Arts and Operational Planning methodologies to support U.S. Indo-Pacific Command (USINDOPACOM), Joint Task Forces (JTF), Theater Joint Maritime Component Command (TJMCC), Theater Joint Force Land Component Command (TJFLCC), Theater Joint Force Air Component Command (TJFACC), Theater Special Operations Command (T-SOC), and Marine Forces Pacific (MARFORPAC) objectives. This position will contribute to shaping operational strategies, responding to the Changing Character of Conflict, and enabling effective multi-domain campaigns across the Indo-Pacific region.
DUTIES AND RESPONSIBILITIES
- Campaign Design and Planning: Design and plan integrated campaigns consisting of multiple operations, activities, and investments (OAIs) that align with USINDOPACOM, JTF, TJMCC, TJFACC, T-SOC, and MARFORPAC objectives. Ensure that operational designs leverage the operational arts and anticipate emerging threats and opportunities.
- Operational Integration and Synchronization: Ensure the synchronization of joint, combined, and multi-domain operations across MAGTF components to achieve strategic objectives. Support coordination with U.S. and allied forces to maintain effective integration of the full spectrum of operations.
- Operational Execution: Provide operational support during the execution phase of campaigns, ensuring that planned operations are carried out as intended. Facilitate real-time adjustments and troubleshooting in collaboration with all stakeholders to address emerging challenges and changes in the operational environment.
- Assessment and After-Action Reviews: Conduct detailed assessments of operational execution, measuring success against established objectives and identifying areas for improvement. Participate in after-action reviews to capture lessons learned and inform future campaign planning.
- Cross-Domain Integration: Support the integration of maritime, land, air, and special operations forces within a MAGTF construct, ensuring the seamless execution of multi-domain operations that align with U.S. Indo-Pacific and MARFORPAC objectives.
- Strategic and Long-Term Planning: Apply long-term strategic planning techniques to ensure that campaigns remain aligned with USINDOPACOM and MARFORPAC objectives. Provide strategic foresight on how the Changing Character of Conflict will impact future operations and operational planning.
- Collaboration and Stakeholder Engagement: Foster strong relationships with U.S. military leadership and allied forces, ensuring that operational planning aligns with joint, combined, and multinational strategic objectives. Actively engage in cross-functional teams and working groups, contributing insights and recommendations to improve campaign design and execution.
- Reporting and Documentation: Prepare detailed reports, briefings, and other documentation for senior leadership, ensuring that all relevant stakeholders are informed on progress, challenges, and outcomes of ongoing campaigns and operations.
- Risk Management: Identify and evaluate operational risks within campaign plans, and work collaboratively with relevant stakeholders to develop mitigation strategies. Ensure that all campaigns are conducted with minimal risk to personnel, resources, and mission objectives
EDUCATION & EXPERIENCE
- Master's degree. Will consider a bachelor’s degree with 10 years of operations planning experience at MAJCOM, Combatant Command or equivalent.
- Demonstrated understanding of Marine Corps Planning Process and the Research, Planning, Implementation and Evaluation (RPIE) public planning process.
- Five to 10 years of experience with USMC MAGTF Planning.
- In-depth knowledge of operational planning, communication synchronization, service and joint doctrine, and Marine Corps componence issues.
- Advanced proficiency with using Microsoft applications such as Excel, Teams, Words, Power Pt., etc.
- Possess a working knowledge of the Pacific theater, and an understanding of the relationships and general interactions between each nation.
CORE SKILLS/COMPETENCIES
Required Knowledge, Skills and Abilities
- Experience supporting USINDOPACOM, JTF, MAGTF, TJMCC, TJFLCC, TJFACC, T-SOC, or MARFORPAC in the design and execution of complex campaigns involving multiple operations and domains.
- Experience with operational planning in complex and dynamic environments.
- In-depth understanding of joint, combined, and multinational operational planning processes, including integration of air, land, maritime, and special operations forces.
- Expertise in Operational Arts, with the ability to design, plan, execute, and assess multi-domain campaigns.
- Proven ability to collaborate effectively across multiple military branches, commands, and international partners.
WORKING CONDITIONS
- Travel may be required.
- Required to sit for extended periods of time and maintain focus.
- Qualification as an authorized company driver is required.
- All authorized company drivers must have a valid driver’s license, current automobile insurance, and a driving record that is acceptable to the company’s auto insurance provider
SECURITY CLEARANCE
- A TS/SCI Clearance is required for this position.
ESTIMATED COMPENSATION
- $120,000-$160,000
