Area Response General Manager
The Corpus Christi Area Oil Spill Control Association (CCAOSCA) is a private, non-profit, U.S. Coast Guard Classified Oil Spill Removal Organization (OSRO) and Texas General Land Office (TGLO)Discharge Cleanup Organization (DCO). Established in 1970, CCAOSCA is the oldest continuously operated oil spill cleanup co-op in the nation.
CCAOSCA is offering an immediate opportunity for an General Manager based in Corpus Christi. We are seeking a qualified enthusiastic individual with a strong customer focus. Safety and environmental protection are key attributes of individuals employed with the Corpus Christi Area Oil Spill Control Association (CCAOSCA) and its member companies. This role reports to the Board of Directors and with the assistance of a competent, well-trained staff, is responsible for developing and managing all spill preparedness and response operations, in addition to specific prioritized project initiatives.
CCAOSCA team and assets include:
* $750,000 operating budget including General manager, 2 managers, 6 full time responders, 1 administrative assistant
* 18,000 feet of containment boom with equipment pre-staged at nine facilities in Inner Harbor, La Quinta Channel, and Ingleside
* Six purpose-built aluminum spill response boats (20, 24 and 30 feet)
* One specialized skimming/response vessel is outfitted with a hydraulic dual drum skimmer, and a 1,000 gal. storage capacity.
* Two 100 bbl oil storage barges rigged for a dual drum skimmer (one currently fitted with dual drum skimmer)
* Desmi Terminator skimming system
Qualifications/Requirements:
· Five or more years of experience in oil spill or emergency response, maritime industry, or related experience
· Strong project management skills
· Leadership and interpersonal skills, and ability to manage and motivate employees individually and as part of a team
· Strong organizational skills, including the ability to prioritize.
· Competent and comfortable communicator, written and verbal
· Ability to interact professionally with Board members, agency personnel, and facility personnel
· Ability to manage a budget and familiarity with accounting concepts
· High School Diploma or equivalent
· Valid Driver’s License
· Must be able to obtain a Transportation Worker Identification Credential upon hiring
· Hazardous Waste Operations and Emergency Response or similar training
Key responsibilities of the position include:
- Management of the resources, equipment, personnel, and contractors to ensure readiness for spill or emergency response on a 24/7/365 basis
- Provide leadership opportunities for employees to ensure operational excellence and team building through training, increasing responsibilities and goal setting.
- Maintain a culture that motivates and inspires employees
- Implement and oversee corrective and preventative maintenance programs on equipment to ensure deployed equipment functions properly and to ensure that the equipment is repaired if failures occur
- Conduct maintenance and repairs of facility
- Direct the utilization of spill response resources during spill events, drills and training, at all times considering safety of personnel, member company satisfaction, budget limitations and efficient use of staff, equipment and contracted services
- Develop relationships with member companies, federal, state and local agencies, and other contractors
· Develop and manage operating budget including cash management, invoicing, administration, record keeping, audit/financial review, and regulatory reporting
· Deliver clear, concise, and timely oral and written communication
- Provide subject matter expertise in conjunction with drills, exercises, meetings, community presence and other public affairs events.
· Recruit and retain full staffing of the organization
- Additional projects as needed
Other considerations:
· Position requires the ability to respond to calls 24/7 for emergency response or to meet a member’s request
· Position requires travel up to 10%, including overnight trips
· Frequently works in hot, cold, or inclement climate conditions, including on or near water
Salary range: $75,000 to $95,000 Annually.
