We're seeking a client-focused and experienced Advanced Right of Way Specialist - Project Manager with a comprehensive knowledge of eminent domain processes and government client services. This role will oversee right of way acquisition and property management for large-scale infrastructure projects. You'll manage project deliverables, lead negotiations, and ensure all processes align with Wisconsin and Federal eminent domain laws.
Description
- Project management: lead and manage right of way eminent domain projects for government clients.
- Property acquisition: oversee and support acquisition activities ensuring compliance with local, state, and federal regulations.
- Relocation services: apply your knowledge of residential and commercial relocation under Wisconsin and federal laws.
- Compliance & documentation: ensure compliance with WisDOT REPM, LPA REPM, and other relevant guidelines.
- Proposal development: draft and review proposals and contracts for right of way services.
- Stakeholder management: serve as the primary point of contact for clients, government agencies, and property owners.
- Technical guidance: mentor and train junior staff in the technical aspects of right of way and eminent domain.
- Plats & plans: interpret and understand highway plats, plans, profiles, and cross-sections.
Qualifications
- 5-10 years of experience in Right-of-Way services, with a strong focus on eminent domain principles and practices.
- Comprehensive knowledge of Wisconsin and federal eminent domain laws.
- Knowledge of land economics and right-of-way acquisition principles.
- Familiarity with WisDOT REPM and LPA REPM guidelines.
- Approved WisDOT LPA negotiation agent (required).
- Knowledge of the principles of residential and commercial relocation (preferred but not required).
- Proficiency with property management and acquisition systems, including Word, Excel, and READS (required) and Masterworks (preferred).
- Strong negotiation, problem-solving, and conflict-resolution skills.
- Ability to interpret and analyze highway plats, profiles, cross-sections, and design plans.
- Excellent written and verbal communication skills.
- Proven ability to proactively communicate with internal and external resources.
- Experience mentoring and developing team members.
- Valid driver's license and ability to provide own means of travel in Wisconsin as needed.
