Position Overview:
The Occupancy Specialist plays a crucial role in managing the leasing process and ensuring that properties are occupied efficiently. This position involves a combination of administrative tasks, customer service, and knowledge of property management regulations. The ideal candidate will possess strong organizational skills and the ability to communicate effectively with potential tenants while adhering to Fair Housing regulations. The Occupancy Specialist performs their duties and responsibilities under the direction of the Community Manager. They are responsible for assisting with occupancy tasks related to the management of site-based waiting lists for the Housing Choice Voucher (HCV), Project Based Voucher, Public Housing, and other assigned housing programs. They ensure that all applicant information is kept up to date across all programs.
The Occupancy Specialist is responsible for:
· Policy compliance
· Fair Housing Laws
· Reasonable Accommodations Requests
· Maintaining all HUD documentation and reporting requirements
This role supports the administrative requests of the Community Manager and is responsible for pulling management reports such as Enterprise Income Verification (EIV), PIC and HUD management reports. The Occupancy Specialist exercises no supervision over other on-site employees.
DUTIES AND RESPONSIBILITIES
Perform duties and responsibilities commensurate with assigned functional area which may include but are not limited to any combination of the following tasks:
: Reviews all program housing applications for preliminary eligibility for waiting lists. Inputs HCV & Public Housing applications into the corresponding site-based waiting lists following local and Housing and Urban Development (HUD) policies and procedures to assist low-income families and individuals in obtaining affordable housing.
- Monitor waiting lists for the Public Housing & Housing Choice Voucher (HCV) Programs and any other assigned programs.
- Maintain applicant files for inactive or ineligible applicants of the Public Housing Program.
- Review housing quality standards and explain program rules and regulations to prospective tenants of Public Housing.
- Complete eligibility determination for new admissions for all assigned programs.
- Notify applicants of determination in writing and explain reason when application is ineligible or denied.
- Manage internal reports as assigned for the HCV department.
- Remove ineligible or denied applications from community software.
- Generate and safeguard monthly reports on waiting list progress for auditing purposes
- Coordinates waiting list sampling with appropriate onsite staff.
- Coordinates grievance process where applicable.
- Answer and respond to telephone inquiries and prepare written correspondence as needed.
- Schedule site visits as appropriate with prospective residents.
- Coordinates new tenant orientations
- Assist management with tenant disputes and conflict resolutions
- Attend and participate in meetings as required
- Prepare materials and correspondence as needed or assigned
- Perform other duties as assigned by the Community Manager.
KNOWLEDGE, SKILLS & ABILITIES REQUIREMENTS
- Knowledge of rules and regulations governing Public Housing programs and the state and local laws governing affordable housing management
- Bilingual proficiency in English and Spanish Preferred
- Knowledge of standard office practices and procedures including typing, filing, assisting clients and the public, answering telephones.
- Ability to deal with staff and applicants in and effective and harmonious manner.
- Knowledge of HUD requirements and guidelines established for public housing leasing to ensure that residents meet eligibility requirements.
- Ability to perform the duties of the position with minimal direction and supervision under their own initiative.
- Ability to communicate tactfully and courteously with people of varying levels of education and socio-economic backgrounds as needed to help, obtain information and explain policies and procedures, and prepare and complete forms, letters, and notices.
- Ability to maintain confidentiality.
- Ability to organize work effectively, and to maintain accurate and systematic records.
- Ability to perform basic business arithmetic computations including addition, subtraction, multiplication and division using decimals and percentages with speed and accuracy.
EDUCATION / EXPERIENCE
- High school diploma or GED certificate
- Certified Occupancy Specialist
- Must have general experience in public housing and/or rental assistance programs.
- Fair Housing Training or ability to complete training within 3 months of employment.
