Program Manager
Onsite Position : This is a hybrid work model providing on-site support in Fort Liberty, NC, to oversee fourteen (14) United States Army Reserve Command (USARC) Education Center locations from 7 : 30 a.m. through 4 : 30 p.m., Monday through Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government-directed facility closings.
Program Overview : This program supports the USARC by assisting the Army Continuing Education System (ACES) in delivering education support services. Services will take place at 14 USARC Education Centers located throughout the United States and its territories.
Position Overview : The Program Manager for ACES Support Services will oversee and ensure the effective delivery of educational assistance programs to U.S. Army personnel, family members, civilians, and other eligible individuals. This role includes managing ACES education programs, such as Tuition Assistance (TA), Credentialing Assistance (CA), Reserve Component-Student Loan Repayment Program (RC-SLRP), and various GI Bill Programs, to support Soldiers' lifelong learning and career development, both in military and civilian contexts.
Duties / Responsibilities :
- Serve as the primary liaison with the Contracting Officer's Representative (COR) and oversee all contract deliverables.
- Oversee the consistent, uninterrupted delivery of education support services to assist Government professionals in delivering continuing education services as required by the ACES, the USARC G1, and the Education Service Specialist (ESS) / Education Services Officer (ESO).
- Promote lifelong learning opportunities through degree programs using TA, testing opportunities, CA, RC-SLRP, and any GI Bill Program available to Soldiers and family members.
- Order, receive, control, mail, administer, score, take inventory, and provide test results of both Army Personnel Testing (APT) and civilian examinations to appropriate agencies and institutions as required.
- Manage program teams to assist clients in establishing educational goals, develop plans to achieve those goals, and monitor progress.
- Manage staffing, training, and daily operations to meet contract requirements across multiple locations.
- Provide direct supervision to the Resource Advisor Team, including recruiting, onboarding, and performance management.
- Ensure timely support for program requirements like client guidance, benefit activation, educational counseling, and application assistance in the ArmyIgnitED 2.0 system.
- Monitor and report on program performance metrics, implement process improvements and prepare budget forecasts.
- Collaborate with subcontractors and communicate with academic institutions, budget analysts, and Army units on policy updates, invoicing, and education benefit processes.
- Conduct outreach and maintain a pipeline of opportunities for ongoing program growth and alignment with Army education goals.
- Oversee that all deliverables, including monthly, quarterly, and annual reports, are completed on time and in accordance with provided requirements.
- Supervise, direct, and mentor subordinate staff; communicate job expectations and enforce organizational policies, procedures, and core values; responsible for approving timecards and conducting performance reviews and disciplinary measures.
- Build and maintain working relationships with team members, vendors, clients, and other departments involved in the project.
- Monitor work performance, Task Order compliance, and quality control; ensure that project goals or objectives are accomplished within the prescribed time frame and funding parameters.
