Onsite-Limited Telework Position:

Cortek seeks a Senior Analyst to support the Foreign Consequence Management Response Portfolio. This role involves developing, coordinating, and assisting in various programmatic tasks to facilitate U.S. Government interagency engagements with priority foreign nations, enhancing their capabilities to respond to CBRN incidents. The analyst will also coordinate U.S. response resources for catastrophic international CBRN events. This position is based in Washington, DC, and supports the Office of Weapons of Mass Destruction Terrorism (WMDT) within the U.S. Department of State.

Duties & Responsibilities

• Serve as a member of the Incident Management Team, deployable to U.S. Embassies worldwide.
• Assist in developing and refining U.S. Department of State and interagency CBRN response plans, policies, and procedures by supporting scenario-driven workshops, tabletop exercises, field exercises, and other related events.
• Support the planning, organizing, execution, and reporting of exercises and other designated events.
• Provide CBRN technical expertise, doctrinal and planning support, consequence management assessments, and CBRN hazard prediction analysis to determine worst-case and most likely effects, assisting with crisis action planning and developing courses of action to address CBRN situations.
• Research and analyze evolving CBRN terrorism threats, policies, and strategies to address programming gaps.
• Coordinate international CBRN response efforts with the U.S. interagency and international partners.
• Demonstrate strong writing skills and experience in analysis, research, and strategy development.
• Facilitate interagency communications, training, and collaboration to ensure cohesive, effective, and efficient responses to CBRN accidents and incidents across multiple government agencies.
• Assist in developing, coordinating, and supporting engagement efforts with the Department of State, interagency partners, and foreign stakeholders, including briefing senior leadership.
• Be prepared for up to 25% travel to remote countries.

Qualifications
• Active Top-Secret clearance is required with SCI eligibility and a valid U.S. Passport.
• M.A. degree with a minimum of five (5) years of practical experience in CBRN Response/Consequence Management, with experience working as a professional on a multi-disciplinary team, OR eight (8) or more years of relevant experience.
• Two (2) or more years of project management experience, including international project planning and implementation.
• Expertise in designing, developing, implementing, and facilitating exercises, workshops, and classroom instruction is desired.
• Experience with the operational utilization of CBRN warning and reporting systems and the ability to install and configure various modeling programs.
• Broad knowledge and experience with issues related to non-proliferation, international affairs, R/N security, or CBRN matters, including CBRN terrorism and counterterrorism.

Clearance: An active Top-Secret Clearance is required with SCI Eligibility. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.
