Makes recommendations regarding hiring, promotion, discharge, and other personnel actions. This role will act as support to the Distribution Design Supervisor when necessary.

Primary Position Responsibilities
- Supervision of all Engineering GIS staff, interns, volunteers, consultants, projects, goals, timelines, and tasks.
- Manages all GIS editing. Creates, maintains, and enforces editing rules and practices for CoServ’s GIS system.
- Trains Engineering GIS personnel in use of CoServ’s GIS system and best practices.
- Provides technical assistance to all GIS users within the department.
- In conjunction with Manager, VP, and the GIS Advisory Committee, manages and directs all Engineering GIS initiatives, associated projects, and programs.
- Assists Manager and VP in preparation of an annual Engineering GIS operating budget and monitoring of annual budget performance for the Engineering GIS department.
- Acts as motivator, innovator, and champion in the promotion and adoption of new ideas, techniques, and technologies.
- Performs daily activities of Engineering GIS Technician.
- Acts as backup support for the Distribution Design Supervisor, as necessary.
- Complies with established CoServ safety and operating rules, procedures and guidelines. Responsible for reporting unsafe practices to a supervisor.
- Complies with established CoServ Information Security Handbook, policies, procedures, and guidelines including reporting suspected information security incidents to Tech Support.
- Maintains effective working relationships with the other departments and individuals that Engineering GIS supports.
- Trains Engineering department on proper GIS workflow and practices.
- In conjunction with the Manager of Distribution Design & GIS, creates and maintains user documentation.
- Assists the Manager of Distribution Design & GIS in the production of presentations for Board, Staff, and user conferences.
- Attends required company training.
- Quality Assurance\Quality Checking of GIS data.
- Performs other duties and activities as directed or required by management.
- Supervises Engineering GIS Technicians.
Education and Certifications Required
- GIS certification or Bachelor’s in Geography or related degree.
- 4 years of practical and verifiable GIS administration, management, or oversight in lieu of degree.
- None
- 2 years of progressive electric and gas utility GIS industry experience.
- 5 years of experience with ESRI Enterprise solution software.
- 2 years of GIS and Business Management software integration.
- 5 years of progressive electric and gas utility GIS industry experience.
- 5 years of experience with ESRI Enterprise solution software.
- 2 years of experience with Schneider Arc FM software.
- Technical writing/user documentation preparation experience.
- Meticulous and analytical initiative-taker.
- Excellent interpersonal and communication skills.
- Extensive understanding of GIS principles and practices.
- Strong investigative and critical thinking skills.
- Proficiency in using Microsoft Office software (Word, Excel, PowerPoint, etc.).
- Opening energized equipment certification.
- Staking Design certification.
- Indoor, office environment. Ability to sit for long periods of time.
- Ability to lift a minimum of 25 pounds.
- Ability to drive company vehicle as needed.
- Must have and maintain a valid Texas driver's license.
