Position Summary

The IT GIS Manager oversees the implementation, delivery of support, and 24x7 performance of CoServ’s GIS solutions to meet organizational goals and objectives. This position uses functional experience in the technical and business application of GIS knowledge to aid in decision-making and enhance business operations. This role is responsible for the overall strategy of GIS data management, user policy, and the delivery of geospatial technology. In addition, this person leads the IT GIS team of professionals, by empowering cross-departmental collaboration and innovation with a commitment of service for the organization.


Primary Position Responsibilities

  • Manage the performance of the GIS team members and delivery of effective GIS solutions to the organization.
  • Manage GIS business systems administration and oversight.
  • Supervise and provide technical leadership and expertise on system architecture, custom development, application design, implementation, and integration.
  • Work with GIS advisory committees, stakeholders and owners regarding strategic direction of GIS in the CoServ enterprise environment.
  • Evaluate and recommend geospatial solutions to meet business needs.
  • Maximize effectiveness of GIS resources to enable organizational success efficiently.
  • Manage IT and GIS competencies through training for GIS team personnel, minimizing single points of failure in knowledge and practice.
  • Lead personnel as motivator, innovator, and champion in the promotion and adoption of new ideas, techniques, and technologies.
  • Prepare and deliver presentations related to GIS in support of leadership
  • Develop, track, and report on various GIS related progress and metrics.
  • Leverage vendor relationships to drive value for CoServ.
  • Determine and maintain IT GIS budgets, forecasts and variance reports annually.
  • Complies with established CoServ safety and operating rules, procedures and guidelines including reporting unsafe practices to a supervisor.
  • Complies with established CoServ Information Security Handbook, policies, procedures, and guidelines including reporting suspected information security incidents to Tech Support.

Secondary Position Responsibilities

  • Maintains effective working relationships with the other departments.
  • Attends automation process design.
  • Influences the direction and processes across IT to bring effective support and delivery to the business.
  • Provides input and direction at IT Leaders meetings.
  • Drive delivery of GIS projects that meet the vision and strategic goals set by upper leadership.
  • Contribute as a thought leader at industry conferences.
  • Attends required company training.
  • Performs other duties and activities as directed.

Supervisory Responsibilities

  • GIS Analysts at various technical and business experience levels.
  • Evaluates performance of team members and delivers those results.
  • Adopt, affirm and train personnel in advised IT standards: security protocols, project methodologies, support procedures, and other IT functions.
  • Empower direct reports to be decision-makers in their expertise.
  • Confirm and approve payroll tracking for direct reports.
  • Participates in the hiring and merit adjustments for the GIS Team.

Position Requirements


Education, Experience, and Certifications Required

  • High School Diploma or G.E.D equivalency.
  • Bachelor’s degree in Geography, Geographic Information Systems, Computer Science, Information Technology/Systems or related field or equivalent experience
  • 7 years of progressive GIS industry experience.
  • 4 years of experience with ESRI ArcGIS Enterprise suite of products, server management and SDE Administration.

Education, Experience, and Certifications Preferred

  • 5 years of experience with Oracle geo-Database or SQL Server geo-Database Architecture in support of an enterprise GIS system.
  • Experience leading a technical team focused on customer service.

Skills and Abilities Required

  • Understanding of GIS principles and practices.
  • Understanding of IT standards and best practices.
  • Superior spatial analytical skills combined with the ability to solve complex systems and business unit problems.
  • Excellent organizational skills.
  • Excellent grammar and composition skills.
  • Excellent interpersonal and communication skills.
  • Excellent fiduciary responsibility and budgeting skills.
  • Ability to formulate a vision, strategy and product roadmaps for GIS related products.
  • Proficient using Microsoft Office(O365) software (Word, Visio, Excel, PowerPoint, Access, SharePoint, MS Teams).
  • Ability to operate office machinery, such as copier, fax machine, map plotter and personal computer.

Skills and Abilities Preferred

  • Experience with Project Management and Business Analyst methodologies and best practices.
  • Experience using Microsoft Project/PWA, Smartsheet, Jira, Planner or other project management software.

Physical Requirements

  • Indoor, office environment.
  • Operates office equipment such as a computer, telephone, fax machine, copier, etc.
  • Ability to lift a minimum of 25 lbs.
  • Ability to drive occasionally as needed.
  • Ability to sit for long periods of time.
  • Requires frequent sitting, standing, walking, bending, and reaching.
  • Uses computer for extensive periods of time.
  • Works extended hours as needed or directed.

Other Requirements

  • Must have and maintain a valid Texas driver's license.
  • Travels to conferences as necessary.
